ภาวะผู้นำและธรรมาภิบาลของผู้บริหารสถานศึกษา: กรณีศึกษา โรงเรียนพระปริยัติธรรม แผนกสามัญศึกษา กลุ่มจังหวัดภาคเหนือ

Abstract

การศึกษาเรื่อง ภาวะผู้นำและธรรมาภิบาลของผู้บริหารสถานศึกษา: กรณีศึกษา โรงเรียนพระปริยัติธรรม แผนกสามัญศึกษา มีวัตถุประสงค์ 1) เพื่อศึกษาปัจจัยและเงื่อนไขที่ส่งผลต่อประสิทธิผลการบริหารโรงเรียนพระปริยัติธรรม แผนกสามัญศึกษา 2) เพื่อศึกษาระดับพฤติกรรมภาวะผู้นำของผู้บริหารโรงเรียนพระปริยัติธรรม แผนกสามัญศึกษา 3) เพื่อศึกษาระดับพฤติกรรมการใช้หลักธรรมาภิบาลของผู้บริหารโรงเรียนพระปริยัติธรรม แผนกสามัญศึกษา และ 4) เพื่อศึกษาความสัมพันธ์ระหว่างภาวะผู้นำและหลักธรรมาภิบาลของผู้บริหารโรงเรียนพระปริยัติธรรม แผนกสามัญศึกษา การศึกษาวิจัยครั้งนี้เป็นการศึกษาวิจัยเชิงปริมาณ

ผลการศึกษาพบว่า ผู้ตอบแบบสอบถามจำนวน 149 คน ส่วนใหญ่เป็นฆราวาส จำนวน 108 คน คิดเป็นร้อยละ 72.5 เป็นเพศชาย 102 คน คิดเป็นร้อยละ 68.5 มีอายุระหว่าง 31- 40 ปี จำนวน 58 คน คิดเป็นร้อยละ 38.9 วุฒิการศึกษาปริยัติธรรมนักธรรม จำนวน 89 คน คิดเป็นร้อยละ 72.4 ในจำนวนนี้เป็นระดับนักธรรมเอกจำนวน 76 คน คิดเป็นร้อยละ 88.4 วุฒิการศึกษาสูงสุดปริญญาตรี จำนวน 114 คน คิดเป็นร้อยละ 76.5 ตำแหน่งหน้าที่ในสถานศึกษาตำแหน่งครูประจำ จำนวน 106 คน คิดเป็นร้อยละ 71.1 ประสบการณ์การทำงาน 5 - 10 ปี จำนวน 50 คน คิดเป็นร้อยละ 33.6 สำหรับ 1) ปัจจัยและเงื่อนไขที่ส่งผลต่อประสิทธิผลการบริหารโรงเรียนพระปริยัติธรรม แผนกสามัญศึกษา พบว่า ด้านการบริหารงานวิชาการมีค่าเฉลี่ยสูงที่สุด (= 3.16 S.D. = 0.717) รองลงมาคือ ด้านการบริหารงานทั่วไปมีค่าเฉลี่ย (= 3.09 S.D. = 0.757) และที่มีค่าเฉลี่ยต่ำสุด คือ การบริหารงานงบประมาณ (=2.97 S.D. = 0.823) 2) เพื่อศึกษาระดับพฤติกรรมภาวะผู้นำของผู้บริหารโรงเรียนพระปริยัติธรรม แผนกสามัญศึกษาศึกษา พบว่า โดยภาพรวมมีค่าเฉลี่ยอยู่ในระดับมาก (= 2.89 S.D. = 0.867) เมื่อพิจารณา พบว่า ด้านความสัมพันธ์กับบุคลากรและชุมชนมีค่าเฉลี่ยสูงที่สุด (= 2.92 S.D. = 0.853) รองลงมาคือ ด้านการปฏิบัติการ (= 2.91 S.D. = 0.856) และที่มีค่าเฉลี่ยต่ำสุดคือ ด้านคุณลักษณะ (=2.87 S.D. = 0.892) 3) เพื่อศึกษาระดับพฤติกรรมการใช้หลักธรรมาภิบาลของผู้บริหารโรงเรียนพระปริยัติธรรม แผนกสามัญศึกษา พบว่า โดยภาพรวมมีค่าเฉลี่ยอยู่ในระดับมาก (= 2.95 S.D. = 0.877) เมื่อพิจารณารายด้านพบว่า มีอยู่ 3 ด้าน ได้แก่ 1) หลักนิติธรรม 2) หลักการมีส่วนร่วม และ 3) หลักความคุ้มค่า มีค่าสูงสุดในระดับเดียวกัน (= 2.96 S.D. = 0.817), (= 2.96 S.D. = 0.856), (= 2.96 S.D. = 0.892) และ 4) เพื่อศึกษาความสัมพันธ์ระหว่างภาวะผู้นำและหลักธรรมาภิบาลของของผู้บริหารโรงเรียนพระปริยัติธรรม แผนกสามัญศึกษา พบว่า มีค่าความสัมพันธ์เป็นบวกในระดับมีความสัมพันธ์มาก ที่ระดับนัยสำคัญ .01

ข้อเสนอแนะจากการวิจัย ควรมีการกำหนดมาตรฐานผู้บริหารโรงเรียนและมีการสอบตามมาตรฐานทุกปีควรมีการกำหนดคุณสมบัติครูผู้สอน รับสมัครและสอบบรรจุครูผู้สอนตามมาตรฐาน และมีการจัดงบประมาณสำหรับครูผู้สอนอย่างเป็นทางการ ควรมีการจัดห้องเรียนตามความสามารถของนักเรียน ด้านภาวะผู้นำของผู้บริหาร ควรมีการจัดอบรมสัมมนาและทำโครงการเพื่อพัฒนาภาวะผู้นำของผู้บริหารโดยใช้การประเมินจากภายในสถานศึกษาและจากภายนอกในระดับนโยบายของสำนักงานพระพุทธศาสนาแห่งชาติ ด้านธรรมาภิบาลของผู้บริหาร ควรมีการจัดอบรมสัมมนาและทำโครงการในสถานศึกษาเพื่อให้เห็นเป็นรูปธรรม ข้อเสนอแนะในการวิจัยครั้งต่อไปควรมีการศึกษาเพิ่มเติมในด้านปัจจัยที่มีผลต่อการจัดงบประมาณในด้านบุคลากรครู

Leadership and Good Governance of Educational Administrator: A Case Study of Phra Pariyattidhamma School

The dissertation entitled “Study leader and state governance of school administrators school Scripture, Department of Education” had the objectives to study the factors and conditions of efficiency of schools Scripture, Department of Education, 1) to study the factors and conditions that affect the effectiveness of the school administration Scripture 2) to study the Scripture leadership of school administrators 3) to study the principles of good governance of the school administrators Scripture and 4) to study the relationship between leadership and good governance of school administrators. This research was a quantitative method research.

The findings showed that respondents 149 people were non-monk of 108 people or 72.5%, male 102 people or 68.55, aged 31-40 years were 58 people or 38.9%, Divine Scripture Study of 89 persons or 72.4 percent, of the primacy of divine level 76 people or 88.4 %, Bachelor degree of 114 people or 76.5%, positions in schools where teachers of 106 people or 71.1%, Experience 5-10 years of 50 people or 33.6%.

Factors and conditions that affected the school administration Scripture, the management and technical factors had the highest mean (= 3.16, S.D. = 0.717), followed by the General Services Administration (= 3.09, S.D. = 0.757) and factor administration budget had the lowest mean (= 2.97, S.D. = 0.823) and 2) leadership behavior of school administrators attribute the Scripture. Department of Education had an overall average overall was high (= 2.89 S.D. = 0.867), when considered about relationship between personnel and community had an overall average was highest (= 2.92 S.D. = 0.853) followed by operation factor (= 2.91 S.D. = 0.856) and the least overall average was the qualification (=2.87 S.D. = 0.892) (3) behavior level in using good governance of school administrator the overall average was high (= 2.95 S.D. = 0.877), considering in dimensions found that there were 3 dimensions which were (1) Rule of Law 2) Participation Law and 3) Worthiness Law had the same overall average (= 2.96 S.D. = 0.817), (= 2.96 S.D. = 0.856), (= 2.96 S.D. = 0.892) and 4) to study the correlation between leadership and good governance of school administrator found that the correlation was in high positive level at .01 significant level.

Recommendation from research: There should be a setting of standard of school administrator and should be annual assessment, including application and assessment for teacher with official standard should be a setting of teachers and budget setting for teachers officially, should set a classroom according to student ability. Leadership of school administrator should set a training and seminar and do the project to develop school administrator leadership by internal audit of the school and policy assessment by National Buddhist Office. Good governance of administrator should set a training and seminar by making into a project.

Recommendation for further research; should study in budget in teacher development factors.
