The Application of Digital Technology to Enhance the Administrative Efficiency of the Labour Court Region 2
Keywords:
Digital Technology, Administrative Efficiency, Labour Court Region 2Abstract
This qualitative study aimed to: (1) analyze the factors influencing the adoption of digital technology in the administration of the Regional Labour Court 2; and (2) examine the problems, barriers, and approaches to improving the use of digital technology in its administration. Data were collected through document analysis and in-depth interviews with 12 key informants selected through purposive sampling. The data were analyzed using thematic analysis, while triangulation was employed to ensure the trustworthiness of the findings.
The findings revealed that: 1) the factors influencing digital technology adoption consisted of three dimensions: (1) technological factors, including infrastructure readiness and data security; (2) organizational factors, including management support, resource availability, and employees’ digital skills; and (3) environmental factors, including digital government policies, legal frameworks, and service users’ expectations. 2) The problems, barriers, and recommendations were also classified into three dimensions. First, technological challenges included system delays during periods of high demand, incompatibility between information systems and the specific work processes of the Labour Court, concerns about case data security, and employees’ unfamiliarity with the transition from paper-based to digital systems. The systems should therefore be made more stable, secure, and user-friendly. Second, organizational challenges included limited digital skills, resistance to change, the time required to adjust work processes, and constraints on inter-agency coordination. Accordingly, the Court should enhance employees’ digital skills, foster a digital organizational culture, and improve data integration among relevant agencies. Third, environmental challenges included increasing public expectations for digital services and rapid technological change. The Court should therefore modernize its online services and case information systems to ensure security and effectively respond to citizens’ needs. Overall, the findings indicate that the Regional Labour Court 2 should develop stable, secure, and interconnected digital systems while strengthening employees’ digital capabilities and improving online services to meet citizens’ needs efficiently and sustainably.
