The Exclusion of the Draft National Pension Act B.E. .... from the Agenda Setting : An Analysis Based on the Multiple Streams Framework and Advocacy Coalition Framework

Abstract

                    The Exclusion of the Draft National Pension Act B.E. .... from the Agenda Setting:  An Analysis based on the Multiple Streams Framework and Advocacy Coalition Framework is a qualitative research study based on document analysis conducted from 2008 to 2024. This research analyzes the situation through the Multiple Streams Framework, which includes policy streams, problem streams, and political streams, integrated with the Advocacy Coalition Framework that focuses on the role of advocacy coalition partners who share common beliefs. The research interprets data from documents.

               The research findings indicate that the Draft National Pension Act B.E. .... could not enter the government's consideration agenda due to political currents. The government did not have a policy on welfare state matters, and the Constitution of the Kingdom of Thailand grants the Prime Minister the power to decide whether to accept or reject financial legislation. As a result, the Draft National Pension Act B.E. .... was not approved by the Prime Minister and was dropped from the agenda. Although policy advocates, such as civil society, political parties, academics, and the Social Welfare Committee of the House of Representatives, who shared a common belief in basic welfare for retirees, made efforts to push the bill forward, they were still unsuccessful.
