A Computer-Based Conceptual Framework for Assessing the Risk of Illegal Actions Arising from Cyberbullying

Abstract

               As social media increasingly permeates daily life, the prevalence of cyberbullying has risen significantly, highlighting the urgent need for tools capable of monitoring, alerting, and assessing associated legal risks. This research article presents a novel, computer-based framework designed to evaluate legal risks arising from cyberbullying through an interdisciplinary approach that integrates legal studies and computer science. Specifically, the study examines contemporary patterns of cyberbullying on social media, categorizes and analyzes these behaviors, and evaluates their potential for legal infringement under relevant statutes. The proposed framework establishes a comprehensive system for assessing legal risks, which is further refined and implemented as a computer-based framework. Analysis and risk assessments are conducted according to principles of criminal liability, utilizing a rule-based system that encodes legal stipulations as computer-based conditions. This innovative framework is capable of evaluating legal risk across four levels of criminal liability and encompasses at least ten issues. Moreover, the framework can be extended into software solutions aimed at monitoring and assessing the risk of legal violations across relevant laws.
