Creating Voluntary Values Strategies of Don Kaew Subdistrict Administrative Organization, Mae Rim District, Chiang Mai Province

Abstract

The main objective of this research is to study the creating voluntary values strategies of DonKaew Subdistrict Administrative Organization and its sub-objectives: 1) To study the determination of public values of DonKaew Subdistrict Administrative Organization 2) To study the capacity building of DonKaew Subdistrict Administrative Organization 3) To study the creation of power legitimacy of DonKaew Subdistrict Administrative Organization. By using the qualitative research methodology, there are 72 key informants in the study group, namely, DonKaew Subdistrict Administrative Organization, Personnel of DonKaew Subdistrict Administrative Organization, community leaders and volunteer groups by collecting primary data from in-depth interviews, non-participant observation and secondary data collection from documents concerning the volunteer building of DonKaew Subdistrict Administrative Organization. The result of the study showed that the strategy of creating voluntary values within DonKaew Subdistrict Administrative Organization includes 3 steps in the development process: Step 1 Determining common values is the process of finding out the problems in the community and the needs of the community and defines as the basic values/ beliefs on the basis of public health as "Good health can happen from the community itself". For the society sector is "Transforming the burden into power" and the environment sector is "The creator of the garbage must dispose of the garbage by himself” to deliver to the people of DonKaew sub-district. Step 2 Development of operational potential is the development process of the volunteer system (voluntary values) that instills values in the 3 aforementioned areas to be the main leader in the community-driven movement. Step 3: Create a mutual agreement in the care of the community's health, namely the process of creating public acceptance of public service provision in public health of DonKaew Subdistrict Administrative Organization to show that the public service is not only used as the will of the DonKaew Subdistrict Administrative Organization, but it is something that people in DonKaew sub-district agree to create to be a guarantee of equality for the interest of the public.
