Government Policy Model for the Stability of Thai Workers in Industrial Sector

Abstract

The objective of this research was to analyze the factors relating to the decision making of the government’s labor policy and the factors affecting the government policy for the stability of Thai workers in the industrial factor for the implement and suggestions of development. Qualitative research was the methodology of this research. Data collection came from research documents and in-depth interview with the main informants who are the chief of an official unit in labor department or the labor academicians, the business administrators or the representatives of labors in the eastern region including Chonburi, Rayong, and Samut Prakarn, totaling 12 persons. According to the research, the factors relating to the decision-making of the government’s labor policy are as follows: the demands of the labor sector, the employers or the entrepreneurs and the demand of international labor organizations. Additionally, the constitution of labor’s stability consists of 8 factors which are laws, government officers, government units, employers/entrepreneurs, technology, employees, politics, and participation. The factors that affect the government’s stability policy of Thai workers in the industrial sector can be implemented requiring 9 factors which are labor policy, laws, government officers, government units, politics, technology, law enforcement, employers/entrepreneurs and participation. And The research gave the suggestion for the development of the government’s policy model of Thai workers in the industrial sector as follows: modernization of laws, increase of law enforcement and punishment, capacity sufficiency of government officer, increase of knowledge and skills of government officer for the working efficiency, control of employers/entrepreneurs to strictly follow the laws, monitor the privilege tax of the investor, reduce or termination of the privilege tax for negligence, specifying entrepreneurs to support workers to development knowledge and skill in accordance with the labor skill testing standards, application of information technology to facilitate employers/employees in the inspection of right and employment, encouraging employees to improve their knowledge and skills that correspond to the demand of the organization and are able to handle the 4.0 technology, the politic sector revising the law consideration process to be faster and more updated. By considering the benefits of workers and must take the concern on participation of the labor sector in the improvement of the government policy which truly associates with the stability of workers.
