Abstract

The objectives of the research is to create a legal framework for the protection of CLMVT consumers in order to be the essences for negotiation among CLMVT for mutual agreement to enact Common Law on Consumer Protection of CLMVT. The research methodology is Qualitative research including Documentary research; In-depth interviews by E-mail media; and Hearing. The research found out that the protection of consumers of CLMVT equally must have a common consumer protection law. The research created a Framework Law on Consumer Protection as a soft law with no sanction according to international law in order to be the essences for negotiation among CLMVT to enact Common Law on Consumer Protection of CLMVT with major essences consisting of the consumer rights from various consumption of goods and services which including safety from consumption; selection goods and service; access to information; claim and complaint, sue, claim for damage; choose dispute resolution methods and request for hearing; and initial remedies from the consumer protection fund. The research recommendation is CLMVT set up a negotiation among CLMVT in order to enact a Common Consumer Protection Law of CLMVT by adopting the essences of the Framework Law of the research for negotiation. Further research is “The Preparation of Common Consumer Protection Law of CLMVT”
