The Model Law on the Execution of Authority of the National Higher Education Council on the Principle of the Rule of Law and Good Governance

Abstract

The objective of this research is to create a model law on the execution of the authority of the Higher Education Council according to the rule of law and good governance. Research methodology is Qualitative research consisting of Documentary research; In-depth interview; Participatory Design, Co- Design; and Hearing. The research found out that the execution of the authority of the Higher Education Council must have the rule of law and good governance. The model law for the amendment of the Higher Education Act, BE 2562 with a legal structure consisting of the acquisition of the Higher Education Council; authority; principle of the rule of law and good governance; examination of the execution of the authority and liability of the Higher Education Council. The recommendation of the research is to apply the model law of the research for the improvement to be a guideline for the amendment of the Higher Education Act, BE 2562 in order to execute the authority to control the management of the Higher Education Administration for better education standard. Further research recdommended to be “A Model law for the execution of Higher Education Administration according to the rule of law and good governance”.
