People Participation Development in Riverbank Protection Structures Along Noi River of Department of Public Works and Town & Country Planning, Phra Nakhon Si Ayutthata Province

Abstract

This research of people participation development in riverbank protection structure along
Noi river of department of public works and town & country planning, Phra Nakhon Si Ayutthaya province aimed to 1) study people participation level  2) study the factors affecting people participation  3) study the obstacles in people participation and 4) study developing approach in people participation in riverbank protection structures along Noi river of department of public works and town & country planning, Phra Nakhon Si Ayutthaya province. The data of this research were collected by mixed method. Samples of the quantitative research were household representatives in Namtao subdistrict, Tangchang subdistrict, Wattako subdistrict and Bangluang subdistrict in Bangban district, Phra Nakhon Si Ayutthaya province, totally 327 samples. The data was collected by questionnaire. The data were analyzed with the statistical method by using; Frequency, Percentage, Mean, Standard Deviation and Multiple Linear Regression Analysis.  Key informants of the Qualitative research were 6 people from public sector and 10 people from people sector, totally 16 people. The data was collected through in-depth interview method and the data were analyzed by content analysis.

                The research finding were; the degree of factor affecting people participation in riverbank protection structure along Noi river of department of public works and town & country planning,
Phra Nakhon Si Ayutthaya province, in overall, was found in medium level. After the analysis,
it can be arranged by order with mean value from the highest to the lowest as; Agreement for the community factor, Trouble and mutual dissatisfaction factor, Awareness factor, Respect for a leader factor, Confidence in public sector factor, Pride factor, Public information factor, Attention and anxiety factor, Benefit factor and Public sector resources factor. People participation level in riverbank protection structure along Noi river of department of public works and town & country planning,
Phra Nakhon Si Ayutthaya province, in overall, was found in medium level. After the analysis, it can be arranged by order with mean value from the highest to the lowest as; Participation in benefits, Participation in initiatives, Participation in planning, Participation in operations, Participation in decision makings, Participation in cause findings and Participation in Evaluations which the standardized regression equation was formed as  = 0.09 + 0.08 + 0.10 + 0.12 + 0.26 + 0.17 + 0.16 + 0.14 + 0.23.

                Main issues of obstacles that found; 1) Public relations aspect 2) Public sector resources aspect and 3) Personal aspect. Developing approach in people participation in riverbank protection structures along Noi river of department of public works and town & country planning, Phra Nakhon Si Ayutthaya province which were comprised with 4 activity projects; 1) Production of short-length videos about knowledge of riverbank protection structures and publish in social medias channels, 2) Establishment of riverbank protection volunteer project, 3) Making a official account of LINE application for announcement and notify about people participation activities and 4) Making a simplified version of riverbank erosion assessment manual.
