บทคัดย่อ
การก่อการร้ายที่เกิดกับพื้นที่ที่เป็นเมืองเป็นประเด็นสำคัญของปรากฏการณ์ความรุนแรงในโลกศตวรรษที่ 21 ความรุนแรงเช่นนี้ชี้ให้เห็นถึงประเด็นใหม่ที่เป็นเรื่องของการก่อการร้ายในเมือง (Urban Terrorism) แตกต่างจากปรากฏการณ์ความรุนแรงสำคัญของโลกจากช่วงกลางของศตวรรษที่ 20 ที่เป็นเรื่องของการก่อความไม่สงบในชนบท (Rural Insurgency) อันเป็นความรุนแรงในพื้นที่ทางภูมิศาสตร์ที่อยู่ห่างไกลจากชุมชนใหญ่หรืออยู่เขตป่าเขาเป็นสำคัญ แต่สำหรับโลกปัจจุบัน เมืองเป็นพื้นที่ของความรุนแรง หรืออาจกล่าวในทางทหารได้ว่า เมืองคือสนามรบใหม่ บทความนี้ต้องการชี้ให้เห็นความเปลี่ยนแปลงใน 3 ประเด็นหลัก ได้แก่ 1) การก่อการร้ายในเมืองเป็นรูปแบบของความรุนแรงร่วมสมัย โดยเน้นถึงแบบแผนใหม่ 3 ประการ ได้แก่ รถระเบิด คนระเบิด และปฏิบัติการของบุคคลคนเดียว 2) แบบแผนที่เปลี่ยนแปลงไปนั้นเป็นผลจากพัฒนาการของเครื่องมือใหม่ในการก่อความรุนแรง อันได้แก่พัฒนาการของระเบิดแสวงเครื่อง รวมถึงองค์ความรู้ในการประกอบระเบิด และ 3) การนำเสนอถึงข้อพิจารณาในการรับมือและป้องกันความรุนแรงดังกล่าว ด้วยการออกแบบสิ่งแวดล้อมใหม่ที่เป็นเรื่องของพื้นที่สิ่งปลูกสร้างในเมือง
