The problems of democratization of Thai bureaucratic polity in Semi-Democracy regime (1980 -1988)

Abstract
The return of semi-democracy regime to solve Thai crisis was seriously debated by political actors and academic communities in new constitutional preparation period (2015). This paper presents the problems of semi-democracy in General Perm Tinsulanonda period (1980-1988). It is a comparative explanation by historical institutionalism in the main concept and support with state-society relations and structuralism. Even though the semi-democracy built royal patron-client value to Thai society, made the networks of authoritarian military-technocratic alliance and opened to the non-bureaucratic groups to join in policy making processes for making the strength of the bureaucratic polity, the Thai democratization has never progressed. When Thailand encountered some political and economic crises and did not go to the democratic processes, Thai society rejected political and economic institution to solve the problems, yet admitted bureaucratic polity and networks. If this regime retuned, it could be concerned about long term of the democratization’s problems.
