The Study of Social Movement and Social Movement Strategies of “The Protesting Against Kaeng Sue Ten Dam Group”

Abstract

From the study of social movement and social movement strategies of “the Protesting against Kaeng Sue Ten Dam” Group is was found that Yom River basin is an important basin of Northern Region. There is water source forest which is abundant. However, in dry season, there is problem of lack of water and flooding problem in rainy season, especially in area of lower Yom River basin continuing to Chao Phraya River basin. Therefore, there was creating of concept to construct Kaeng Sue Ten Dam; until there was movement of “the Protesting against Kaeng Sue Ten Dam” Group. Development of movement of “the Protesting against Kaeng Sue Ten Dam” Group can be distinguished into 6 periods according to the political situation and movement, including Period 1: Elementary period of movement (1989-1992). Period 2, there was offensive movement of network of “the Protesting against Kaeng Sue Ten Dam” Group (1995-1996). Period 3, there were “three governments” and movement for fighting against the urge to construct Kang Sue Ten Dam (1997-2005). Period 4, there was movement to fight against Prime Minister named “Samak Sundaravej” (2008). Period 5, there was protest against “Chief of Staff Sanan (2008-2010)”. Period 6, there were “flood, Plodprasop Surasawadi and coming back of the dam”, another movement of “the Protesting against Kaeng Sue Ten Dam” group (2011-present). There are three movement organization groups, including movement organizations that are affected directly from Kaeng Sue Ten Dam Project, movement organization network group and looking after group that afterwards participated to be the movement organization. Movement tactics can be distinguished to be 12 tactics, for example, obstructing tactic, tactic to resist normal political system by demonstration and protest and resisting and obstructing, to give cooperation in processes of Kaeng Sue Ten Dam Project, as well as other development entering into the community, tactic of using violence, tactic in normal political system channel, passing through submitting letter/notices, open-seal and closed-seal, issuance of declaration, tactic for assembling and create new community cultural identity, for instance. Conditions of success in movement, including conditions of organizations, condition of social movement, conditions for mobilization of resources and condition of tactic on movement.
