การประเมินประสิทธิภาพธุรกิจรับเหมาก่อสร้างโดยใช้ระบบมาตรฐานของผู้ประกอบการในเขตจังหวัดอุบลราชธานี AN EVALUATION OF CONSTRUCTION BUSINESSES BY USING STANDARD SYSTEM OF THE ENTREPRENEUR IN UBON RATCHATHANI PROVINCE

การวิจัยครั้งนี้มีวัตถุประสงค์ 1. เพื่อวิเคราะห์ปัจจัยที่มีผลต่อประสิทธิภาพธุรกิจรับเหมาก่อสร้าง 2. เพื่อวิเคราะห์ประสิทธิภาพธุรกิจรับเหมาก่อสร้างในจังหวัดอุบลราชธานี กลุ่มตัวอย่าง คือ ผู้ประกอบการธุรกิจรับเหมาก่อสร้างในเขตพื้นที่จังหวัดอุบลราชธานี จำนวน 34 ราย จากการสุ่มตัวอย่างแบบง่าย เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถาม มีลักษณะเป็นแบบประเมินค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่ามัธยฐานและการวิเคราะห์ปัจจัย

 ผลการวิจัย พบว่า 1. ปัจจัยที่มีผลต่อประสิทธิภาพธุรกิจรับเหมาก่อสร้างได้อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 มีจำนวนทั้งสิ้น 26 ข้อคำถาม ครอบคลุมองค์ประกอบหลักทั้ง 6 ด้าน ได้แก่ การให้ความสำคัญกับลูกค้า ภาวะผู้นำ การมีส่วนร่วมของบุคลากร ระบบการจัดการ การปรับปรุงอย่างต่อเนื่อง และข้อเท็จจริงเพื่อการตัดสินใจ  โดยภาพรวมองค์ประกอบหลักของระบบมาตรฐานทั้ง 6 ด้าน มีค่าเป็นบวก มีค่าน้ำหนักปัจจัยตั้งแต่ 0.43 - 0.86 ระบบมาตรฐานที่มีผลต่อประสิทธิภาพการดำเนินงานธุรกิจรับเหมาก่อสร้างในเขตพื้นที่จังหวัดอุบลราชธานีโดยภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณารายด้านเรียงจากมากไปน้อย ดังนี้ การให้ความสำคัญกับลูกค้า การมีส่วนร่วมของบุคลากร ระบบการจัดการ การปรับปรุงอย่างต่อเนื่อง และด้านข้อเท็จจริงเพื่อการตัดสินใจอยู่ในระดับมากที่สุด ภาวะผู้นำอยู่ในระดับมาก 2.ปัญหาและอุปสรรคจากการดำเนินงานของธุรกิจรับเหมาก่อสร้าง ได้แก่ ธุรกิจที่มีการเปลี่ยนแปลงตามสภาวะเศรษฐกิจ ปัญหาเงินทุนหมุนเวียน ขาดประสบการณ์ในธุรกิจ ทั้งนี้ ยังมีปัจจัยภายนอกที่ไม่สามารถควบคุมได้ เช่น การคอร์รัปชัน การใช้อำนาจทางการเมืองและระบบอุปถัมภ์ เพื่อให้ได้มาซึ่งการประมูลงานหรือสัมปทาน

ABSTRACT

The research aimed to analyze the factors that affected the construction businesses evaluation and to analyze the evaluation from the construction’s businesses performances in Ubon Ratchathani province. The sample was 34 entrepreneurs in the construction business in Ubon Ratchathani province. They were derived by the simple sampling. The research instrument was a five-rating scale questionnaire. Statistics used in data analysis were median and factor analysis.

The research findings were as follows.

1. The factors that affected the construction businesses’ evaluation which had statistical significance level at 0.1 The total number of questions are 26 studied factor questions that covered six main components which were; Customer Focus Organization, Leadership, Involvement of People,  System Approach to Management,  Continuous improvement , Factual Approach to Decision Making  was overall The six main components of the standard system had positive value factor loading between 0.43 – 0.86. The analysis’s result of the standards which affected the construction business performance was overall at a highest level, As for individual aspects, the customer focus organization, the involvement of people, the system approach to management, the continuous improvement and the factual approach to decision making were in the highest level, in other hand the leadership was in the high level.

2. The problems and obstacles from the construction’s businesses performances in Ubon Ratchathani province were the result that construction business is a business that changes with the economy, financial turmoil, capability to manage and lack to business experience. In addition of internal factors, there are uncontrollable external factors such as corruption, the use of politic position and patronage system, in order to obtain an auction or concession.
