บทคัดย่อ

Leader Competency and Good Governance Affecting to Local Government Performance

This research aimed 1) to study the contexts of leader competency and good governance, 2) to investigate and confirm the two contexts, and 3) to study the relationship among the contexts of leader competency, good governance, and the local government performances. The sample of this research was 260 mayors of the local government in the Northeastern region by using simple random sampling. Collection data instrument was a questionnaire with five rating scale. The discriminant validity completely existed between 0.4143 to 0.7857. The overall reliability of instrument was 0.9772. Reliability of leader competency was 0.9478. Reliability of good governance was 0.9237. The statistics were Confirm Factor Analysis, Pearson Product Moment Correlation Coefficient.

The finding revealed that;

1) The analysis of the contexts of leader competency consisted of knowledge, skills, and attribute. The analysis of the contexts of good governance consisted of the rule of law, equity, transparency, responsiveness, accountability, and participation.

2) The confirm factor analysis of the contexts of leader competency was appropriately congruent the empirical data (X2= 382.53, df = 341, P-value = 0.0599, RMSEA = 0.022 and GFI = 0.91). The confirm factor analysis of the contexts of good governance was appropriately congruent the empirical data (X2 = 785.84, df = 724, P-value = 0.0549, RMSEA = 0.018 and GFI = 0.91).

3) The contexts of leader competency were significantly related to the local government performance at the 0.01 level. The contexts of good governance were significantly related to the local government performance at the 0.01 level.
