โครงการวิจัยนี้มีวัตถุประสงค์เพื่อ เพื่อศึกษาศักยภาพของกลุ่มเกษตรกรท่าขุนแผน และเพื่อศึกษาแนวทางการพัฒนาศักยภาพของกลุ่มเกษตรกรท่าขุนแผน  ทาง      มีการบริหารจัดการร่วมกัน บริหารจัดการน้ำ โดยมีกฏกติกา ตำบลอ่างศิลา อำเภอพิบูลมังสาหาร จังหวัดอุบลราชธานี  เป็นการศึกษาวิจัยแบบการมีส่วนร่วมของกลุ่มสมาชิกเกษตรกร โดยใช้เครื่องมือวิจัยด้วยการสัมภาษณ์ การสนทนากลุ่มย่อย การประชุมเชิงปฏิบัติการเพื่อหาศักยภาพเชิงประกอบการของกลุ่มเกษตรกร มีกลุ่มประชากรทั้งหมด 17 คน เป็นสมาชิกในกลุ่มเกษตรกรท่าขุนแผน  ผลการวิจัยพบว่า กระบวนการผลิตของกลุ่มเกษตรกรจะมีการทำนา 2 ครั้งต่อปีคือนาปีและนาปรัง ส่วนใหญ่ใช้ข้าวพันธุ์ กข15  กระบวนการจัดการผลผลิตมีอยู่ 3 อย่างคือ จำหน่ายผลผลิต  เก็บไว้เป็นพันธุ์ และเก็บไว้บริโภค โดยการจำหน่ายจะจำหน่าย 3 ช่องทางคือ จำหน่ายให้กับโรงสีทั่วไป  จำหน่ายให้ศูนย์เมล็ดพันธุ์ข้าวและจำหน่ายในชุมชน ซึ่งการจำหน่ายเมล็ดพันธุ์ข้าวเองจะให้ผลตอบแทนดีสุดแต่ต้องรับความเสี่ยงในเรื่องปริมาณการจำหน่าย ทำให้กลุ่มเกษตรกรมีแนวคิดต้องการเป็นผู้ประกอบการจำหน่ายพันธุ์ข้าวเอง

                   ศักยภาพของกลุ่มเกษตรกรจากการดำเนินงานของกลุ่มเกษตรกร ได้แก่ 1) ด้านผู้นำและการบริหาร ที่มีวิสัยทัศน์ 2)ด้านการจัดการสินค้าและบริการ 3)ด้านสมาชิกกลุ่มเกษตรกร  ที่ให้ความร่วมมือและมีประชุมสม่ำเสมอ  สำหรับแนวทางพัฒนาศักยภาพของกลุ่มเกษตรกร ได้แก่ 1) การจัดการสินค้าและบริการ ให้การผลิตเมล็ดพันธุ์ข้าวได้รับการรับรองมาตรฐาน  2)การบริหารการตลาด มีการสร้างตราสินค้า พัฒนาบรรจุภัณฑ์ 3)การบริหารด้านการเงินและบัญชี โดยจัดทำระบบบัญชี วิเคราะห์ต้นทุนเพื่อใช้วางแผน

Abstract

This research aims to study the potential of Tha Khun Phaen’s agricultural group and the approach to develop a potential for Tha Khun Phaen’s agricultural group, Ang-sila sub-district, Phiboonmangsaharn district, Ubonratchathani province. This research requires participation from members of agricultural group. The research methodology consisted of an interview, focus group discussion and workshop for finding the entrepreneur’s potential of agricultural group. The population was 17 respondents from the members of Tha Khun Phaen’s agricultural group. The results indicated that the production from the agricultural group was a paddy cultivation which planting two times a year; in-season paddy field and off-season paddy field. Most of them used RD15 quality seeds. Product management process had three options; sell, keep as quality seed and save for own consumption. Product selling to three channels; common mills, rice seed center and community. The option to sell rice seeds by their own yielded the best return but also high risk in term of selling quantity. Influencing agriculturists to have a concept of being entrepreneurs to sell rice seed by themselves.

The potential of agricultural group of their operation are 1) the vision of leadership and management 2) merchandising and service 3) agricultural group membership that was well cooperated and set up meeting regularly. The approaches to develop a potential for agricultural group are 1) merchandising and service, certified a standard of rice seed production 2) marketing management, build up a brand, and develop packaging 3) accounting and finance management, set up accounting system for cost analysis and planning.
