Abstract
The Conflict Management in Local Area : A Case Study of Thaleban National Park, Satun Province
The objective of this study is to collect the basic information and to analyze the problems of conflict management at Thaleban National Park in Satun Province. The sample for in-depth interview is consisted of 103 villagers from 6 villages by proportional stratified sampling and simple random sampling.
The study found that four assumptions are confirmed.
1. The causes of conflict come from the conflict of interest between the officials of Thaleban National Park and the villagers.
2. The different opinion and perception between the officials and the villagers are the major causes of conflict.
3. The degree of conflict is reduced when the policy is adapted by the government.
4. Villagers who are against the government have shown the strength of local power.
The results of the study concerning the opinion of villagers on the causes of conflict found that sixty percentage of villagers agrees that the land used problem was a fundamental conflict between the villagers and the officials. In addition, eighty-four percentage of villagers agree that an appropriate model to protect the forest resource is to coodinate between the National Park and the community under the policy of national government.
This study suggests that the government should pass the Community Forest Act. According to the draft of the Community Forest Act (section 13, 14 and 28 ) approved by the cabinet in 1997, the Act emphasizes the role of community and local people in decision-making process for protecting and supporting a sustainable development.
