Abstract
The Effect of Policy, Organizational Capability, and Leadership on the Successful Implementation of the Computer Crime Act B.E. 2550 in Higher Education Institutions
The objective of this research was to study the effect of policy, organizational capability, and leadership on the successful implementation of the Computer Crime Act B.E. 2550 in higher education institutions. The samples were staffs of computer network system in computer center of each institution for 5-10 persons in 100 higher education institutions. The data were collected by using the questionnaires. The data were analized by using path analysis with latent variables. The estimation method was Maximum Likelihood.
The findings were as follows; 1) the leadership, the successful implementation of the Computer Crime Act on the individual level, and the organizational capability had direct influences and could be combined to describe the successful implementation of the Computer Crime Act on the organization level at 91 percent. 2) The Computer Crime Act, the leadership, and the organizational capability had direct influences and could be combined to describe the successful implementation of the Computer Crime Act on the individual level at 56 percent. 3) The variable that overall influences to the most successful implementation of the Computer Crime Act on the organization level was the leadership and it had the standardized overall influential coefficient value 0.61.
