การพัฒนาธรรมนูญตำบลเพื่อพัฒนาประชาธิปไตยชุมชน ในจังหวัดชัยภูมิ

บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1)วิเคราะห์สภาพโครงสร้างพื้นฐานและความต้องการเพื่อการพัฒนาธรรมนูญตำบลเพื่อพัฒนาประชาธิปไตยชุมชน 2)พัฒนาธรรมนูญตำบลเพื่อพัฒนาประชาธิปไตยชุมชนอย่างมีส่วนร่วม 3)พัฒนาเครือข่ายการเรียนรู้ธรรมนูญตำบลเพื่อขับเคลื่อนประชาธิปไตยชุมชน ในจังหวัดชัยภูมิ เป็นการวิจัยแบบผสานวิธี กลุ่มตัวอย่าง ได้แก่ ประชาชน จำนวน 1,200 คน โดยใช้แบบสอบถาม, ผู้ให้ข้อมูลสำคัญ ได้แก่ ผู้นำท้องถิ่น ผู้ทรงคุณวุฒิ ปราชญ์ชาวบ้าน จำนวน 70 คน และจัดสนทนากลุ่มเฉพาะในพื้นที่ และทำวิจัยเชิงปฏิบัติการพัฒนาธรรมนูญตำบลขึ้นในพื้นที่ 3 ตำบล จาก 3 อำเภอของจังหวัดชัยภูมิ วิเคราะห์ข้อมูลด้วยสถิติจำนวน ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ข้อมูลเชิงคุณภาพด้วยวิธีการวิเคราะห์ข้อมูลเชิงเนื้อหา
ผลการวิจัยพบว่า
- 1. จังหวัดชัยภูมิส่วนใหญ่เป็นพื้นที่ทำการเกษตร มีเส้นทางคมนาคม ไฟฟ้า และสาธารณสุขทั่วถึง ประชาชนมีความรู้ความเข้าใจในการปกครองระบอบประชาธิปไตยและการปกครองส่วนท้องถิ่น มีรายได้อยู่ในระดับปานกลาง ประกอบอาชีพเชิงเดี่ยว มีวิถีชีวิตที่เรียบง่ายแบบปกติ และความไม่ปลอดภัยในชีวิตและทรัพย์สินส่วนใหญ่มาจากการดื่มสุราและยาเสพติด และมีความต้องการให้มีการพัฒนาธรรมนูญตำบลขึ้น
2.การพัฒนาธรรมนูญตำบลในพื้นที่จังหวัดชัยภูมิ 3 พื้นที่ได้สร้างขึ้นโดยใช้กระบวนการชุมชนเทคนิค AIC คือ 1) สร้างความรู้ (A) 2) สร้างแนวทางการพัฒนา (I) 3) สร้างแนวทางปฏิบัติ (C) ยกร่างธรรมนูญตำบลให้เหมาะสมในแต่ละพื้นที่ จึงทำการบันทึกข้อตกลงร่วมกันทุกภาคส่วนในแต่ละตำบล
- 3. การเผยแพร่ธรรมนูญได้พัฒนาขึ้นในรูปแบบเครือข่ายการจัดการเรียนรู้ร่วมกันผ่านหน่วยงานในตำบลผ่านหน่วยงานภาครัฐและเอกชนที่เกี่ยวข้อง เพื่อสร้างความรู้ความเข้าใจในธรรมนูญตำบลและนำไปสู่การพัฒนาเชิงพื้นที่ที่เหมาะสมและยั่งยืน
ผลการวิจัยทำให้สามารถพัฒนาธรรมนูญตำบลสำหรับประชาชนใน 3 พื้นที่การวิจัย นำไปใช้เป็นกรอบแนวทางการพัฒนาในพื้นที่และสร้างเครือข่ายให้เกิดการเรียนรู้ต่อไป
