The Technology of Blockchain applied for the Non-Financial Budget Management: A Case Study Si Chomphu Subdistrict Municipality, Si Chomphu, Khon Kaen

Abstract

The research aims at: 1) to study the collection of Non-Financial Budget Management and the financial investigation of the property the government organizations obtained, 2) to study the problems and obstacles of the expenses of the Non-Financial Budget Management, and 3) to propose the application of Blockchain technology in Non-Financial Budget Management. This qualitative research is focused to investgate the concepts and theories regarding Blockchain technology, the off budget, and Non-Financial Budget Management not in treasury reserves, and the participants selected applying the purposive sampling technique comprising 2 Municipal executives, and 3 operational officers - 5 in total responsible for the operation of Si Chumphu Sub-district Municipal in Khon Kaen. The data are collected through structured interviews and analyzed by the content analysis medthod.

The findings show that 1) the regulations regarding financial withdrawal from the treasury should be revised including financial collection and remittance to the treasury—there should be a record of every payment in the system as evidence for investigation; 2) the-off budget the Municipal received is not reimbursed with any project - It is mostly spent for gas, electrivity, repairment of property, or a gift basket when visiting a patient in other peojects. This leads to the problems of budget collection; 3) the staff should be encouraged to learn about Blockchain technology - there should be workshops and seminars to provide information about the technology before applying.
