This research article aimed 1) to study the status of leadership states in building the innovative culture, 2) to study the relationship and elements of leadership roles affecting the effectiveness in building the innovative culture, and 3) to assess the quality of the model of roles of leadership states in building the innovative culture by Subdistrict Administrative Organizations in Phetchabun. This study employed a mixed-method approach. Data was collected through in-depth interviews with 9 administrators, who were selected through purposive sampling, and distributed among a sample group of 397 individuals using a systematic sampling method. The quality of the model was assessed by 5 specialists. Data analysis involved the use of frequency, percentage, mean, and standard deviation. Hypothesis testing utilized Pearson’s correlation. Component analysis and confirmation used EFA (Exploratory Factor Analysis) and CFA (Confirmatory Factor Analysis).

The leadership roles of Subdistrict Administrative Organizations in fostering engagement in innovation development were found to have a positive relationship with the level of effectiveness in promoting and developing innovation, in the same direction, at a significance level of .05. These roles encompassed four components: building engagement, promoting adaptation, encouraging regular application of innovations, and possessing a suitable vision and responsibility for innovation development. The model of leadership states that building an innovative culture was assessed to be at a high level.
