THE POTENTIAL MODEL OF SUB-DISTRICT ADMINISTRATIVE ORGANIZATIONS (SAO) FOR THE AGING SOCIETY IN ROIKEANSARN AREA

Abstract

          This was a qualitative study that employed theoretical concepts about organizational management, competence, effectiveness, and achievement. A study, as well as a research framework, were conducted on the potential of local administrative organizations in the care of the elderly. The research area is the sub-district administrative organizations in the provinces of Roi Et, Khon Kaen, and Maha Sarakham, with administrators and personnel as the key information. The executives, specifically the president of the Sub-District Administrative Organization, the sub-district supervisor, the director of the Welfare and Social Affairs Division, and the personnel, specifically Pattanakon and the officers responsible for the management of the elderly, were the key information providers. 15 organizations were chosen from those that have received organizational management awards and those with higher organization assessment scores. The sample consisted of 15 organizations chosen as providers using the purposeful sampling method. An unstructured interview that covered organizational management, competence, effectiveness, and achievement topics served as the research instrument. Data were then analyzed using content analysis, and a descriptive description was written.

The results found that the potential model of the local subdistrict administrative organization for aging society management consists of factors related to organizational administration such as management structure, resources, and learning of the organization concept. Competency factors such as leadership, followership, attitude, work skills, and knowledge of the operation of the elderly in the Roi Kaen San Subdistrict Administrative Organization In addition, including factors related to the effectiveness and achievement of the elderly in the sub-district administration organization. Moreover, the factor that is important in promoting the sub-district administrative organization's ability to do better for the elderly is the concept of collaboration. Especially, reducing the limitation of resources in various aspects of the operation of the elderly by the sub-district administrative organization by reducing restrictions on the provision of housing for the elderly and budget constraints, etc., leads to the success of the elderly operation.
