การพัฒนาโปรแกรมประยุกต์เพื่อควบคุมรายการหลักฐานหัวเรื่องสําหรับฐานขอมูลสหบรรณานุกรมสถาบันอุดมศึกษาไทย (Developing the Subject Authority Control Application for Union Catalog of Thai Academic Libraries Databases)

บทคัดย่อ
งานวิจัยนี้เป็นงานวิจัยและพัฒนามีวัตถุประสงค์เพื่อศึกษา (1) วิธีการควบคุมความถูกต้องของรายการหลักฐานหัวเรื่อง (2) พัฒนาโปรแกรมประยุกต์สําหรับควบคุมรายการหลักฐานหัวเรื่อง และ (3) วิเคราะห์และตรวจสอบรายการหลักฐานหัวเรื่องของฐานข้อมูลสหบรรณานุกรมสถาบันอุดมศึกษาไทย วิธีการศึกษาประกอบด้วย (1) การศึกษาข้อมูลเบื้องต้นจากเอกสารและการประชุมร่วมกับคณะกรรมการ ThaiLIS (2) การพัฒนาโปรแกรมประยุกต์เพื่อควบคุมรายการหลักฐานหัวเรื่อง (3) การทดสอบโปรแกรม (System Testing) เพื่อวิเคราะห์และทดสอบรายการหลักฐานหัวเรื่อง
ผลการศึกษาพบว่า (1) วิธีการควบคุมความถูกต้องควรมีเงื่อนไขสําคัญ 3 ส่วนคือ มีรูปแบบการทํางานร่วมกัน มีองค์ประกอบของระเบียน และมีรูปแบบการลงรายการระเบียนรายการหลักฐาน (2) คุณสมบัติของโปรแกรมประยุกต์มีองค์ประกอบสําคัญ 3 ส่วนคือ การสร้างระเบียนอัตโนมัติ การนําเข้าระเบียน และการควบคุมความถูกต้องของระเบียนรายการหลักฐาน (3) ผลการวิเคราะห์และตรวจสอบะเบียนรายการหลักฐาน พบว่า สามารถวิเคราะห์และสร้างระเบียนรายการหลักฐานหัวเรื่องโดยอัตโนมัติได้จํานวน 533,805 รายการ สามารถนําเข้าระเบียนรายการหลักฐานหัวเรื่องได้ 712,377 ระเบียน และสามารถตรวจสอบความซ้ําซ้อนของรายการหัวเรื่องได้จํานวน 37,683 รายการ และเมื่อทดสอบโดยการปรับกฎเกณฑ์ใหม่ พบว่ามีระเบียนซ้ําซ้อนลดลงร้อยละ 10.1 และความซ้ําซ้อนของหัวเรื่องลดลงร้อยละ 10.9 ผลการวิจัยสรุปได้ว่าข้อผิดพลาดของรายการหลักฐานหัวเรื่องจะลดลงเมื่อมีการควบคุมความถูกต้อง 2 ส่วนคือ ความถูกต้องของรูปแบบการลงรายการ และความถูกต้องของโครงสร้างความสัมพันธ์ของหัวเรื่อง ซึ่งข้อสรุปนี้
สามารถนําไปใช้พัฒนาคุณสมบัติการทํางานของโปรแกรมประยุกต์ในระยะต่อไป รวมทั้งสามารถนําไปใช้เป็นพื้นฐานของการพัฒนากรอบแนวคิดสําหรับการตรวจสอบความสัมพันธ์ของหัวเรื่องสําหรับฐานข้อมูลสหบรรณานุกรมสถาบันอุดมศึกษาไทยได้ด้วย

Abstract
This research and development study had 3 objectives: (1) examination
of syntax and method for controlling the accuracy of the subject authority records,
(2) development of application program for subject authority controlling, and
(3) analysis and verification of subject authority control of UC-TAL (Union Catalog
of Thai Academic Libraries Databases). The research methodology included
(1) preliminary document scrutinizing and reviewing and the meetings with ThaiLIS
committee, (2) development of application program for subject authority records
control and (3) conducting the program application test and analysis of the accuracy

of subject authority data. The study has shown that the success factor of subject
authority control was influenced by three important conditions which were
collaboration between ThaiLIS members, completed data of all required elements,
and accuracy of each individual elements of authority record. The specification of
subject authority control application consists of three parts which are automatic
record generating, record importing and authority record accuracy controlling. With
the analysis and record verification, it has found that the application is able to
automatically generate new 533,805 subject authority records, import 699,010
subject authority records and detect 37,683 redundant records. With the new
authority rules, it has shown that redundant records and subject records were
reduced from 10.1% and 10.9% of initial redundancies respectively. The research
concluded that the mistake from cataloging subject records was able to reduce by
using authoring record control. The result from this research can be further applied
for developing application in next phrase and basic concept for subject authority
record relation verification framework which will be designed for UC-TAL.
