กระบวนการสรางวาทกรรมไอซีทีในสังคมไทย (The Process in Constructing the Discourse of ICT on Thai Social)

บทคัดยอ
การวิจัยครั้งนี้มีวัตถุประสงคเพื่อศึกษา คนหา และวิเคราะห กระบวนการสรางวาทกรรมไอซีทีในสังคมไทย ด้วยการใช้วิธี การวิจัยเชิงคุณภาพ ุโดยใช้การวิเคราะห์เนื้อหา และหลักการวิเคราะห์ วาทกรรม ตามแนวคิดของ Foucault พร้อมกันนี้ผู้ ูวิจัยไดเก็บขอมูล ในรูปแบบของตัวบท (text) จากเอกสารที่ได้คัดเลือกจำนวน  625 รายการทั้งเป็นสิ่งพิมพและอินเทอรเน็ต ผลการวิจัยพบวา รัฐไดมีกระบวนการสรางและการใหความหมายของวาทกรรมไอซีที ดวยการทําใหสังคมเชื่อวา ไอซีทีคือการพัฒนาไปสูความทันสมัยดวยการใชอํานาจที่แยบยล และสรางความชอบธรรมของรัฐ สรางอุดมการณใหคนในสังคมยอมรับ สยบยอม เชื่อฟง และปฏิบัติตามวาทกรรมที่สรางขึ้นถึงคุณภาพของชีวิตความสะดวกสบาย และเพิ่มศักยภาพของการแข่งขันโดยผ่านภาคปฏิบัตการของวาทกรรมที่หลากหลาย และการผลิตซํ้าวาทกรรม การใหความหมายของวาทกรรมไอซีที พบวามีการใหความหมายเปลี่ยนแปลงไปตามบริบทของสังคม ความสัมพันธเชิงอํานาจในการสร้างวาทกรรมไอซีทีรัฐได้ใช้เป็นเครื่องมือเพื่ออ้างความชอบธรรม โดยส่งผ่านความรู้อตลักษณ์และอุดมการณ์ ด้วยคำว่า  ‘การพัฒนา' เพื่อตอกย้ำ ซึมซับ ให้สังคมเชื่อว่าไอซีที คือการพัฒนาไปสูความทันสมัย

ABSTRACT
The objective of this research was to study, search for, and analyze
the process in constructing the discourse of ICT on Thai Social. This study by
qualitative research methodology through the Content Analysis, Discourse Analysis
Principle was based on Foucault’s Approach. In the meanwhile, the researcher
collected data in the form of Text from documents selected 625 items were obtained
including the printed materials, and internet.The research findings revealed that:
The process for constructing and defining the ICT Discourse by making society
believe that the ICT was the development for modernity by using tactful power, the
usage of idealism for people in society to accept, comply with, obey, and follow the
constructed discourse regarding to Quality of Life, convenience and comfort, and
the increase of potentiality for competition through variety of discursive practice and
enact discourse. In defining the ICT Discourse, it was found that the definitions
were changed according to social context. In the aspect of the power relations
in constructing the ICT Discourse, the government used them as instruments for
developing legitimacy through knowledge identity and ideal by the word “Development,”
for repeating and absorbing for society to believe that the ICT was the Development
into modernity.
