Abstract

บทคัดยอ
การศึกษาวิเคราะหผลการดําเนินงานตามเกณฑการประกันคุณภาพการศึกษา ภายในสถาบันอุดมศึกษา องคประกอบคุณภาพที่ 2 การผลิตบัณฑิตของหลักสูตรสาขา วิชาบรรณารักษศาสตร์และสารสนเทศศาสตร์ที่มีการประเมินตนเองในระดับหลักสูตร ของมหาวิทยาลัยราชภัฏทั่วประเทศ 20 แหง การเก็บรวบรวมขอมูลกระทําโดยการอาน
วิเคราะห์เอกสารรายงานการประเมินตนเองของหลักสูตรและบันทึกข้อมูลลงในแบบบันทึก การวิเคราะหขอมูลใชสถิติเชิงพรรณนา 

ผลการศึกษา พบวา ตัวบงชี้ที่ไมเปนไปตามเกณฑและยังมีปญหา ไดแก ตัวชี้วัด ปจจัยนําเขา (input) คือ ตัวบงชี้ที่ 2.2 อาจารยประจําที่มีคุณวุฒิปริญญาเอก ซึ่งพบวา หลักสูตรบรรณารักษศาสตรและสารสนเทศศาสตรของมหาวิทยาลัยราชภัฏทั้ง 20 แหง มีเพียง 3 แหง (รอยละ 15) เทานั้น ที่มีอาจารยประจําที่มีคุณวุฒิปริญญาเอกเปนไป
ตามเกณฑเฉพาะสถาบันกลุม ข (รอยละ 30 ขึ้นไป) ตัวบงชี้ที่ 2.3 อาจารยประจําที่ดํารง ตำแหน่งทางวิชาการมีมหาวิทยาลัยราชภัฏจำนวน 7 แห่ง (ร้อยละ 35) ไปตามเกณฑ์ สวนตัวชี้วัดที่เปนผลผลิต (Output) พบวาตัวบงชี้ที่ 2.8 ระดับความสําเร็จของการเสริมสรางคุณธรรมจริยธรรมที่จัดใหกับนักศึกษา หลักสูตรทางดานบรรณารักษศาสตร
และสารสนเทศศาสตรของมหาวิทยาลัยราชภัฏจำนวน 14 แหง (รอยละ 70) ที่ดําเนินการไดตามเกณฑมาตรฐาน 4 ขอ จาก 5 ขอ สวนในขอ 5 เรื่องมีนักศึกษาหรือกิจกรรมที่เกี่ยวกับนักศึกษาได้รับการยกย่องชมเชย  ประกาศเกียรติคุณด้านคุณธรรมจริยธรรมโดยหน่วยงานหรือองคกรระดับชาติ มีมหาวิทยาลัยราชภัฏดําเนินการเพียงจํานวน 3 แหง (รอยละ 15) ขอเสนอแนะในการปรับปรุงและพัฒนาผลการดําเนินงานดานการผลิตบัณฑิตหลักสูตร สาขาวิชาบรรณรักษศาสตร์ และสารสนเทศศาสตร  ของมหาวิทยาลัยราชภัฏ มหาวิทยาลัย / คณะ ควรสงเสริมสนับสนุนงบประมาณและผลักดันให้อาจารย์ศึกษาต่อในระดับปริญญาเอกใหเพิ่มขึ้น มหาวิทยาลัยและคณะควรจัดใหมีระบบพี่เลี้ยงในการทําผลงานวิชาการนอกจากนี้ มหาวิทยาลัยราชภัฏควรมีการสร้างเครือขายเพื่อจัดการบรรยาย การใหรางวัล
การยกยองชมเชย ประกาศเกียรติคุณ การสรางความเขาใจดานคุณธรรมจริยธรรมใหกับอาจารยและนักศึกษาไดตระหนัก รวมกันวางแผน และเขารวมกิจกรรม

Abstract
This study aimed at analyzing work performances of the undergraduate
programs of Library and Information Science (LIS) of 20 Rajabhat Universities
whose programs were internally assessed based on internal quality assurance
according to criteria of Office of the Higher Education commission (OHEC) 2011:
Quality indicators factor 2 on Producing Graduates. Data collection was done by
analyzing their curriculums’ Self-Assessment Report (SAR) and the data record
form was used as an instrument. Data analysis was done by means of descriptive
statistics.

The research was found that problematic indicators were input indicators:
indicator 2.2, regarding Ph.D instructor. It was found that only 3 universities had
Ph.D. instructors in LIS which were consistent with the criteria (15 %). Indicator
2.3 – it was found that only 7 universities had instructors with academic rank in
accordance with the criteria (35%). The output indicator 2.8 regarding the successful level of student’s virtue and morality promotion, it was found that 14 Rajabhat
Universities having program in LIS (70%) reached 4 out of 5 items indicating in the
criteria. Whereas, the requirement indicating in item 5 associated with admiration
of national organizations for virtue of student or student’s activities were totally
followed by 3 universities.

In conclusion, to improve LIS undergraduate programs of Rajabhat
Universities, it can be recommended that universities and the faculties should
encourage the lecturers for doctoral degree advancement, support them with
coaching system for academic rank promotion and also provide them with
incentives to produce academic work. Moreover, universities should build
academic networks for cooperative conferences, award and compliment to help
both lectures and students to understand and acquire moral awareness which will
later lead to cooperatively plan as well as participate in moral support activities.
