Information and Communication Technology Management of Teacher Training Colleges in Laos PDR

This survey research aimed at 1) exploring the ICT management of the teacher training colleges in Laos PDR and 2) examining factors affecting their ICT management. The research population and sample included 301 directors, teachers, and ICT operators of the colleges. Three hundred and one questionnaires (100%) were returned, and the collected data were analyzed by percentage, mean, standard deviation, correlation coefficient, and multiple regression using stepwise approach. The research findings concluded that the majority of colleges conducted management planning and organization structuring and put less emphasis on controlling. In addition, the colleges experienced problems at the moderate level in planning, organization structuring, and controlling (= 3.26, 3.21 and 3.17 respectively). An analysis of each problem revealed that the problems related to the planning, such as ICT management planning for teaching and learning, and the appointment of the management planning committee were reported at the high level ( = 3.55 and 3.52). As for the factors affecting the ICT management of the teacher training colleges, the organization cultural factors were found as statistically as (R) = .827 (Adjusted R) = .683(Std. Error of the Estimate) = .53173 or the percentage prediction of 68.00.
