Development of Human Resource Information System of Roi-Et Rajaphat University

This study is designed to examine the current state and problems of the management of human resource information, determine the needs for human resource information system, analyze, design and develop the human resource information system, and to evaluate the developed information system at Roi-Et Rajaphat University. The human resource information system is developed using System Development Cycle (SDLC) approach. Its users include administrators, system operators and users.
The study findings reveal that the human resource information management at Roi-Et Rajaphat University is carried out by the staff of the Human Resource and Legal Division which divides its operation into 6 units: human resource management, personnel records and registry, staff benefits and welfare, disciplinary control and legal system, and general management. These 6 units collect and store information manually recording data and information on papers. This practice is difficult for retrieving and updating information. The analysis of the needs for the human resource information system indicates that the study sample do need the system which can manipulate the human resource information, accurately and rapidly process the information, produce a report which is fast, accurate and responsive to users, and can make changes and revision based on the system users’ designated rights. As for the developed information system, it comprises 4 sub-systems: personnel records, staff development, payroll and promotion, and personnel leave-taking and vacation. In addition, this developed information system is tested for its effectiveness. This research concludes with a recommendation for Roi-Et Rajaphat University to conducts training on the use of the system for concerned personnel.
