The Problems of Wastewater Management in the Sub-district Administrative Organization Area

Abstract

There are various agreements under decentralization principle which authorize the power of Sub-district Administrative Organization to manage wastewater problems, for example The Enhancement and Conservation of National Environmental Quality Act, B.E. 2535 (1992), amended (No. 2), B.E. 2561 or Public Health Act B.E. 2535 (1992). However, lack of public participation and wastewater treatment plan in community lead to fail wastewater management. There should be added more agreement, the Nation Environment Quality Act B.E. 2535 which authorize the power of Sub-district Administrative Organization for establishment Sub-district committee and village committee. Moreover, the regulations and conditions of issuing business licenses under Sub-district Administrative Organization should be strictly annexed. Besides, the local committee should be formed to manage the wastewater problems. All measures, that are stated above, is the efficient method to solve Sub-district wastewater problems.
