Preliminary Findings on Development Guideline for Sustainable Flood Management in Samui Island, Surat Thani Province

Abstract

The objectives of this research were 1) to study strengths, weaknesses, opportunities, and threats of flood management in Samui Island, Surat Thani Province and 2) to study the development guideline for sustainable flood management in Samui Island, Surat Thani Province. Researcher did 2 steps on qualitative research methodology, namely, step 1 In-depth interviews with 5 stakeholders were conducted by purposive to identify the strengths, weaknesses, opportunities, and threats of the operations in flood management. Then, proceed to step 2, focus group with 3 stakeholders to seeking development guideline for sustainable flood management in Samui Island, Surat Thani Province. Researcher analyzed this data with SWOT analysis and descriptive analysis.

The study shows that structure, system, style, staff, and skills factors encourage flood management in Samui Island. However, strategy and shared value factors were barriers to flood management Samui Island. The opportunities of flood management in Samui Island were technology, economic and environment factors but population, social value, laws, and politics were threats factor of flood management in Samui Island. The development guideline for sustainable flood management in Samui Island consists of 2 parts; 1) Part of the internal environment is each sector should have a new concept in public administration was called governance and work together in a form of area network; and 2) Part of the external environment is university should be the intermediary for networking among the various sectors.
