โรงสีกับชุมชน "ความสัมพันธ์ที่รางเลือนไปตามกาล?": กรณีศึกษาจังหวัดนครศรีธรรมราช

บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาความสัมพันธ์ระหว่างโรงสีกับชุมชนทั้งในอดีตและปัจจุบัน 2) ศึกษาปัจจัยที่ทำให้ความสัมพันธ์ระหว่างโรงสีและชุมชนเปลี่ยนแปลงไป 3) ศึกษาผลกระทบจากการเปลี่ยนแปลงความสัมพันธ์ระหว่างโรงสีและชุมชน และ 4) หาแนวทางพัฒนาความสัมพันธ์ระหว่างโรงสีและชุมชน ผู้ให้ข้อมูลหลักแบ่งออกเป็น 3 กลุ่ม คือ ผู้ประกอบการโรงสี ผู้นำชุมชน และเกษตรกร โดยพบว่าผู้ให้ข้อมูลหลักแต่ละกลุ่มมีการอิ่มตัวของข้อมูลที่ 30 ราย ตามลำดับ เครื่องมือที่ใช้ในการวิจัยเป็นแบบสัมภาษณ์แบบกึ่งโครงสร้างในประเด็นของความสัมพันธ์ในอดีต ปัจจุบัน ผลกระทบที่เกิดขึ้น และการพัฒนาความสัมพันธ์ตามแนวคิดการพัฒนาที่ยั่งยืน ผู้วิจัยใช้การวิเคราะห์ข้อมูลใช้แบบเชิงประเด็น จากนั้นจึงตรวจสอบข้อมูลแบบสามเส้า ผลการวิเคราะห์พบว่า โรงสีและชุมชนเคยมีความสัมพันธ์ที่ดีต่อกันแต่ด้วยกาลเวลาและปัจจัยหลายอย่างทำให้ความสัมพันธ์เปลี่ยนแปลงไป แม้ความสัมพันธ์ของโรงสีและชุมชนจะเปลี่ยนแปลงไปแต่ไม่ได้ส่งผลกระทบต่อทั้งสองฝ่ายโดยตรง แต่ส่งผลกระทบถึงความสามัคคีในชุมชน การพัฒนาความสัมพันธ์ระหว่างโรงสีและชุมชนให้มีความยั่งยืนแบ่งออกเป็น 3 ด้าน คือ ด้านเศรษฐกิจ สร้างเกษตรแปลงใหญ่ กลุ่มเกษตรอินทรีย์ และสนับสนุนเงินทุนให้ชุมชนพัฒนาเครื่องมือและเครื่องจักรทางการเกษตรที่ทันสมัย ด้านสังคม หาแนวทางลดข้อพิพาทระหว่างโรงสีและชุมชน สร้างความไว้ใจสามัคคีกัน และด้านสิ่งแวดล้อม นำเทคโนโลยีเข้ามามีส่วนร่วมในการหาทางลดมลพิษที่เกิดขึ้นจากกระบวนการผลิตของโรงสีข้าว
