The Change of Political Identity of Taiwan and the Relationship with Thailand in the Social and Cultural Dimension

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการปลี่ยนแปลงอัตลักษณ์ทางการเมืองและผลประโยชน์ของไต้หวันที่ส่งผลกระทบต่อความสัมพันธ์ระหว่างไต้หวันกับไทยในมิติด้านสังคมและวัฒนธรรมจากมุมมองของทฤษฎีในสำนักประกอบสร้าง โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพคือการวิจัยเอกสารและการสัมภาษณ์เชิงลึกนักวิชาการทั้งชาวไทยและชาวไต้หวันจำนวน 4 ท่าน รวมถึงเจ้าหน้าที่ระดับสูงของสำนักงานเศรษฐกิจและวัฒนธรรมไทเป ประจำประเทศไทยจำนวน 2 ท่าน ข้อมูลทั้งหมดถูกนำมาวิเคราะห์ด้วยวิธีการวิเคราะห์เชิงพรรณนา ผลการศึกษาและข้อเสนอแนะมีดังต่อไปนี้

กระบวนการทำให้เป็นประชาธิปไตยของไต้หวันที่เริ่มต้นขึ้นในทศวรรษ 1980 ได้กำหนดนิยามความหมายใหม่แก่อัตลักษณ์และผลประโยชน์แห่งชาติของไต้หวันซึ่งเป็นการเปลี่ยนแปลงที่สอดคล้องกับปทัสถานของการเมืองระหว่างประเทศในช่วงยุคปลายสงครามเย็นเป็นต้นมา ที่ระบอบเสรีประชาธิปไตยเป็นค่านิยมสากล และเมื่อวิเคราะห์ภายใต้กรอบของทฤษฎีในสำนักประกอบสร้างนิยมก็จะเห็นได้ว่า ปัจจัยด้านอัตลักษณ์ที่ไต้หวันได้สถาปนาขึ้นใหม่นี้มีเป้าหมายในการกำหนดรูปแบบความสัมพันธ์ระหว่างประเทศที่แตกต่างไปจากอดีต ทั้งนี้การเกิดขึ้นของอัตลักษณ์ทางระบบการเมืองแบบประชาธิปไตยของไต้หวันมาพร้อมกับการดำเนินนโยบายต่างประเทศที่ต้องการขยายความร่วมมือในด้านต่างๆ กับนานาประเทศ โดยเฉพาะนโยบายมุ่งใต้ใหม่ที่ให้ความสำคัญมากยิ่งขึ้นกับความร่วมมือระหว่างประชาชนกับประชาชนซึ่งช่วยส่งเสริมให้ไต้หวันและไทยมีความร่วมมือมากขึ้นในด้านการศึกษาและการท่องเที่ยว รวมถึงความร่วมมือระหว่างตัวแสดงที่เป็นองค์การพัฒนาเอกชนระหว่างประเทศ ตลอดจนองค์การพัฒนาเอกชนและภาคประชาสังคมของไต้หวันและไทย นอกจากนี้ การวิจัยได้มีข้อเสนอแนะเชิงนโยบายคือ รัฐบาลไทย บริษัทเอกชนตลอดจนองค์การภาคประชาสังคมของไทยควรที่จะแสวงหาความร่วมมือในด้านต่างๆ กับไต้หวันให้มากขึ้น เพื่อจะได้รับผลประโยชน์ได้อย่างเต็มที่จากศักยภาพและขีดความสามารถในด้านที่ไต้หวันมีมากกว่าไทย เช่น การศึกษา การแพทย์ และเทคโนโลยี เป็นต้น
