ตัวแบบที่เหมาะสมกับนโยบายการจัดการที่อยู่อาศัยผู้สูงอายุของประเทศไทยในมุมมอง ของการจัดการภาครัฐ เอกชน และชุมชน

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษานโยบายการจัดการด้านที่อยู่อาศัยของผู้สูงอายุในมุมมองการจัดการของภาครัฐ เอกชน และชุมชน โดยการรวบรวมข้อมูลที่เกี่ยวข้องกับนโยบายด้านการจัดการด้านที่อยู่อาศัยของผู้สูงอายุ ลักษณะการพึ่งพาของผู้สูงอายุ และลักษณะการดำเนินงานในแต่ละโครงการ ผ่านการวิเคราะห์ด้วยเทคนิค SWOT Analysis และ TOWS Matrix Model ที่เป็นการวิเคราะห์ทั้งปัจจัยภายในและปัจจัยภายนอก เพื่อสังเคราะห์นโยบายที่มีความเหมาะสมการจัดการด้านที่อยู่อาศัยของผู้สูงอายุใน
ประเทศไทย
ผลการศึกษาพบว่า นโยบายการจัดการที่อยู่อาศัยของผู้สูงอายุในปัจจุบันและการวิเคราะห์ด้วยเทคนิค SWOT Analysis และ TOWS Matrix Model ไม่ใช่วิธีรับมือที่ยั่งยืนนัก เป็นเพียงนโยบายที่แก้ไขปัญหาที่ปลายเหตุ งานวิจัยนี้ชี้ชัดว่าควรเพิ่มการกำหนดมาตรฐานที่อยู่อาศัยสำหรับผู้สูงอายุ ที่ประกอบไปด้วย ชุมชนผู้สูงอายุ ศูนย์ดูแลผู้สูงอายุ สถานบริบาลผู้สูงอายุ สถานดูแลผู้สูงอายุสมองเสื่อม สถานดูแลผู้สูงอายุระยะท้าย และชุมชนของผู้สูงอายุ นอกจากนี้สถานการณ์โควิด-19 และสภาวะเศรษฐกิจส่งผลให้พฤติกรรมของผู้บริโภคเปลี่ยนแปลงไป การต่อยอดโครงการจากภาคเอกชนในลักษณะของการพัฒนาที่อยู่อาศัยเดิมเป็นการช่วยแก้ปัญหาที่ต้นเหตุได้ดี ซึ่งหากได้รับการสนับสนุนจากภาครัฐทั้งงบประมาณ นโยบาย ข้อกฎหมายต่าง ๆ ร่วมกับเอกชนและชุมชน ทางด้านการให้บริการและเทคโนโลยี ร่วมกับการส่งเสริมการเก็บออมเพื่อเตรียมความพร้อมก่อนเข้าสู่วัยสูงอายุ ก็จะช่วยให้การจัดการด้านที่อยู่อาศัยของผู้สูงอายุภายในประเทศไทยมีการพัฒนาที่ดีอย่างยั่งยืนต่อไปในอนาคต
