บทบาทของภาครัฐในการพัฒนาอุตสาหกรรมศัลยกรรมความงาม

Abstract

ภาครัฐมีบทบาทสำคัญอย่างยิ่งในการเป็นผู้นำการพัฒนาเศรษฐกิจของประเทศ ทั้งในเรื่องของการพัฒนายุทธศาสตร์ การสนับสนุนทางการเงิน และความช่วยเหลือในการบริหารจัดการ โดยภาคเอกชนต้องสามารถเชื่อมโยงและร่วมมือกับภาครัฐในการกำหนดทิศทางและยุทธศาสตร์การพัฒนาประเทศที่ถูกต้องในขณะที่ภาคเอกชนมีบทบาทในการกำหนดทิศทางของประเทศในด้านเศรษฐกิจ ทั้งนี้ภาครัฐต้องอาศัยพลังที่แข็งแกร่งของภาคเอกชนในการพัฒนาเศรษฐกิจเนื่องจากภาคเอกชนคือความหวังอันสำคัญที่จะช่วยผลักดันให้ประเทศสามารถพัฒนาก้าวไปข้างหน้าได้ เพราะภาคเอกชนเพียบพร้อมทั้งทรัพยากรและความสามารถ ภาครัฐจึงต้องร่วมมือกับภาคเอกชนในการพัฒนาความสามารถของภาคเอกชนทั้งเล็กและใหญ่ให้พร้อมรับกับการแข่งขันของอุตสาหกรรมในระดับประเทศ ในขณะเดียวกัน ภาคเอกชนก็ต้องอาศัยภาครัฐในการริเริ่มและให้การสนับสนุนในกิจกรรมที่มีความสำคัญซึ่งภาคเอกชนไม่อาจจะกระทำได้โดยลำพัง

บทความวิจัยชิ้นนี้ จึงมีวัตถุประสงค์ที่จะศึกษาถึงบทบาทของภาครัฐในการพัฒนาอุตสาหกรรมศัลยกรรมความงาม และแนวทางการสร้างความร่วมมือระหว่างภาครัฐและภาคเอกชนเพื่อส่งเสริมการเจริญเติบโตของภาคอุตสาหกรรมและการท่องเที่ยว ก้าวไปสู่การเป็นศูนย์กลางศัลยกรรมความงามของเอเชียเพื่อเสริมความแข็งแกร่งของระบบเศรษฐกิจไทยต่อไปในอนาคต ผลการศึกษาพบว่า ภาครัฐในปัจจุบันยังไม่มีการกำหนดหรือชูจุดเด่นสร้างความเป็นเลิศด้านอุตสาหกรรมสุขภาพที่ชัดเจนให้แก่ภาคเอกชน และยังไม่มีนโยบายในการผลักดันส่งเสริมอุตสาหกรรมศัลยกรรมตกแต่งอย่างจริงจัง อีกทั้งภาคเอกชนในปัจจุบันยังขาดการรวมตัวอย่างมีพลังที่แท้จริงในการผลักดันเชิงนโยบาย และขาดการรวมตัวของทรัพยากรเพื่อให้นโยบายเป็นผลในเชิงปฏิบัติ ในขณะเดียวกัน ก็ยังขาดการเชื่อมโยงที่ดีและลึกซึ้งพอกับภาครัฐ ส่งผลให้บทบาทการนำของภาคเอกชนในการกำหนดทิศทางของประเทศทั้งในด้านเศรษฐกิจและการเมืองจึงยังขาดพลัง

นิยามศัพท์

ศัลยกรรมตกแต่งความงาม หมายถึง การฟื้นสภาพหรือปรับปรุงสภาพลักษณ์ให้ดีขึ้น โดยการปรับสภาพโดยการทำศัลยกรรม เพื่อให้เข้าถึงความงามที่ต้องการ

THE ROLE OF PUBLIC SECTOR IN COSMETIC SURGERY INDUSTRY’S DEVELOPMENT

The public sector plays important role in leading the national economic development, such as strategic planning, financial support, and managerial support, while the private sector should be able to work and cooperate with the public sector in directing the right strategy and effective planning to improve the nation.

The private sector also has a role in directing the country’s development and pushing the country forward economically. It is equipped with full resources, knowledge, and skills. However, the private sector needs the public sector’s support to strengthen their competitiveness, which they could not achieve alone. Therefore, the public sector should work and cooperate with the private sector in training and enhancing their competitiveness in order to compete with foreign businesses globally.

On the other hands, the private sector presently does not have a clear plan, goal, or promoting the core strength and selling point of the health industry for the private sector.

This study was aimed at the role of public sector in cosmetic surgery industry’s development and guidelines development for Public – Private Partnership to support the industry. The goal is to support the industry’s growth along with tourism and to become the center hub of cosmetic-health industry in Asia, which would eventually assist in strengthen the nation’s economic growth in the future. The result indicated that the public sector presently does not have a clear policy in supporting the cosmetic surgery industry. Moreover, the private sector itself does not internally cooperate with each other to set up clear and strong goal and policy, which leads to separated resources, knowledge, and skills when it should be united for a common goal and implementation. Also, The private and public sector presently do not work together well enough, which leads to an unclear goal, ineffective policy and planning, and a misguided implementation.
