A STUDY OF EDUCATIONAL ADMINISTRATORS’ TRANSFORMATIONAL LEADERSHIP AND DECENTRALIZATION IN EDUCATION FOR THE DEVELOPMENT OF THE 21ST CENTURY LEARNING MANAGEMENT OF EDUCATIONAL INSTITUTIONS UNDER THE PRIMARY EDUCATIONAL SERVICE AREA, NAKORN PATHOM

Abstract
The purposes of this study were to examine the level of educational administrators’ transformational leadership and the level of decentralization in education for the development of the 21st Century learning management of educational institutions under the Primary Educational Service Area, Nakorn Pathom, to explore the relationship between transformational leadership and decentralization in education for the development of the 21st Century learning management and to compare the difference of decentralization in education for the development of the 21st Century learning management based on educational institution’s size. The sample was 362 teachers working at educational institutions under the Primary Educational Service Area 1 and 2, Nakorn Pathom, academic year 2015. The survey was conducted by Transformational Leadership and Decentralization in Education for the development of the 21st Century Learning Management Questionnaires. The Statistical Package for the Social Sciences was employed to analyze descriptive statistics, Pearson’s Correlation, and One-way ANOVA. The research findings were as follows: (1) Administrators’ transformational leadership was at high level ( = 4.00). (2) Decentralization in education for the development of the 21st Century learning management was also at high level ( = 3.87). (3) There was positive relationship between administrators’ transformational leadership and decentralization in educational of education institutions with statistical significance at the 0.01 level (r = 0.591). (4) There was statistically significant differences in educational decentralization for the development of the 21st Century learning management based on institution’s size at the 0.05 level. The decentralization in education of small institutions were different from that of medium and large sizes.
