Administrators Affecting Teachers’ Professional Ethics Practices under the Samut Sakhon Primary Educational Service Area Office

Abstract
The objectives of this research were to: (1) examine the level of governance-based administration of school administrators under the Samut Sakhon Primary Educational Service Area Office; (2) examine the level of teachers’ practices in accordance with professional ethics under the Samut Sakhon Primary Educational Service Area Office; and (3) investigate the governance-based administration of school administrators that influences teachers’ practices in accordance with professional ethics under the Samut Sakhon Primary Educational Service Area Office. The sample group consisted of 322 school administrators and teachers under the Samut Sakhon Primary Educational Service Area Office in the academic year 2024, selected through stratified random sampling. The research instrument was a questionnaire. Data were analyzed using frequency, percentage, mean, standard deviation, and stepwise multiple regression analysis.
The findings revealed that : (1) Overall, the governance-based administration of school administrators under the Samut Sakhon Primary Educational Service Area Office was at the highest level. By aspect, cost-effectiveness ranked highest, followed by participation, while transparency ranked lowest. (2) Overall, teachers’ practices in accordance with professional ethics under the Samut Sakhon Primary Educational Service Area Office were also at the highest level. By aspect, ethics toward oneself ranked highest, followed by ethics toward the profession, while ethics toward colleagues ranked lowest. (3) Governance-based administration of school administrators had a statistically significant effect on teachers’ practices in accordance with professional ethics at the .01 level. The order of influence from highest to lowest was: responsibility (X5), cost-effectiveness (X6), participation (X4), transparency (X3), morality (X2), and rule of law (X1). Together, these variables predicted teachers’ practices in accordance with professional ethics by 86.60% (R² = 0.866).
