The Decisions of Local Politicians in Budget Allocation of Local Administrative Organizations in Muang District, Khon Kaen Province

Abstract
making suggestions for budget allocation of local government organizations in Muang District, Khon Kaen Province by applying the principles of the Four Noble Truths. This study was carried out by means of mixed-method research. There were 131 samples and 12 key informants. The research tools were a questionnaire and an interview form. The obtained data were analyzed using the social science software package and contextual content analysis.
The research results were as follows:
1) The level of decision-making of local politicians in budget allocation of local government organizations in Muang District, Khon Kaen Province was statistically rated at a high level (x ̅3.98). The highest mean value was seen in the aspect of the decision-making using a rational model and the decision-making using the incremental model (x ̅= 4.15), followed by decision-making by applying the Four Noble Truths, and decision-making to meet the vote base and maintain the vote base (x ̅ = 4.13, 3.85, and 3.60) respectively.
2) The results of the decision comparison found that Local politicians with different education and average monthly incomes had different budget allocation decisions at the statistical significance level of 0.05. The local politicians of different sex, age, and positions had different decisions on budget allocation.
3) Decision recommendations found Local administration is flexible and different from central and regional administration. Solving the problem must be careful. In addition, local administrative organizations have different administrative capabilities. The state should decentralize power so that locals have administrative autonomy. Laws that hinder budget allocation should be reviewed. The application of the Four Noble Truths, consisting of Dukkha, Samudaya, Nirodha, and Magga should be used in making decisions on budget allocation.
