Developing Digital Skills of Personnel of Phatthalung Municipality towards becoming a Digital Organization

Abstract

This research aimed to 1) study the digital skills of personnel under Phatthalung Municipality, 2) examine the municipality’s status as a digital organization, 3) explore the relationship between the digital skills of personnel and the development of the municipality into a digital organization. The study employed a quantitative research methodology using a questionnaire as the primary tool for data collection. The sample consisted of 259 personnel selected through simple random sampling. Statistical methods used for data analysis included frequency, percentage, mean, standard deviation, and inferential statistics. The results showed that the overall level of digital skills among personnel was moderate (x̄ = 2.94, S.D. = 0.45). When considered by component, skills in terms of ability ranked highest (x̄ = 3.12, S.D. = 0.31), followed by experience (x̄ = 3.00, S.D. = 0.39), attributes (x̄ = 2.87, S.D. = 0.46), and knowledge (x̄ = 2.77, S.D. = 0.49). The municipality’s status as a digital organization was also found to be at a moderate level overall (x̄ = 2.79, S.D. = 0.29), with the highest aspect being modernity and citizen-centric orientation (x̄ = 2.98, S.D. = 0.27), followed by openness and interconnectivity (x̄ = 2.72, S.D. = 0.34), and digital organizational culture (x̄ = 2.68, S.D. = 0.42). Furthermore, the digital skills of the personnel were found to be positively correlated with all aspects of becoming a digital organization, with statistical significance.
