THE IMPLEMENTATION OF EDUCATIONAL MANAGEMENT POLICIES ON MIGRANT CHILDREN IN SA KAEO PROVINCE

Abstract

            This research is to investigate the implementation of the educational management policies on migrant children in Sa Kaeo Province. A qualitative method with an emphasis on multi-case studies was employed to collect the in-depth data from four school sites in order to obtain deep and holistic understanding.

            The results of the study revealed that, the policy implementation of the educational management for migrant children in Sa Kaeo Province, found that there were objectives and guidelines clearly in the educational management for migrant children in Sa Kaeo Province according to the Cabinet resolution on 5 July 2005, the Ministry of Education Regulations on the evidence of accepting students to enter the school in 2005, the manual and guidelines for educational management to persons without evidence of civil registration or without Thai nationality (Revised version 2017); the resources of the policy found that the personnel resources and the budget allocated was not enough in the actual operation; the communication between organizations found that the executives had the ability to persuade and enable the practitioner to perform according to the rules and guidelines until achieving the goals; the characteristics of the operating unit found that there was no specific person responsible for the educational management for migrant children but follow the guidelines of the state; the condition of economic, social and politic found that the communities, the security agencies and local government organizations were willing and encouraged the school to manage education for migrant children of Cambodian nationality; the attitude of the executives found that the executives had a positive attitude towards the policy that resulted in all parties being recognition, understanding, accepting and able to respond to the policy as well and making policy implementation successful; and, the key point of this research finding was the public policy process in implementing the policy that was very important to the success or failure of the policy and for the policy implementation of educational management for migrant children in Sa Kaeo Province that has achieved the objectives of the policy.
