การพัฒนาตัวบ่งชี้การคิดเชิงกลยุทธ์ของผู้บริหารสถานศึกษาในกลุ่มจังหวัดภาคใต้ฝั่งอันดามัน สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) พัฒนาองค์ประกอบและตัวบ่งชี้ 2) ทดสอบความสอดคล้องของโมเดลความสัมพันธ์โครงสร้างเชิงเส้นที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์กลุ่มตัวอย่างที่ใช้ คือ ผู้บริหารสถานศึกษาในกลุ่มจังหวัดภาคใต้ฝั่งอันดามัน จำนวน 757 คน โดยการสุ่มแบบกลุ่ม (Cluster random sampling) เครื่องมือที่ใช้เป็นแบบสัมภาษณ์และแบบสอบถาม ซึ่งมีค่าดัชนีความสอดคล้องอยู่ระหว่าง 0.8 ถึง 1.0 และค่าความเชื่อมั่นของแบบสอบรมเท่ากับ 0.98ท สถิติที่ใช้ คือ ค่าเฉลี่ย (mean) ค่าความเบี่ยงเบนมาตรฐาน (Standard deviation) การวิเคราะห์องค์ประกอบเชิงสำรวจ (exploratory factor analysis) และการวิเคราะห์องค์ประกอบเชิงยืนยัน (confirmatory factor analysis) โดยใช้โปรแกรมสำเร็จรูป

ผลการวิจัย พบว่า องค์ประกอบและตัวบ่งชี้การคิดเชิงกลยุทธ์ พบว่า มี 10 องคืประกอบได้แก่ 1) การคิดนอกกรอบ มี 6 ตัวบ่งชี้ 2) การกำหนดวัตถุประสงค์ มี 5 ตัวบ่งชี้  3) การับฟังความคิดเห็นมี 6 ตัวบ่งชี้  4) การแก้ปัญหามี 5 ตัวบ่งชี้ 5) การวางแผน มี 4 ตัวบ่งชี้ 6) การตัดสินใจมี 6 ตัวบ่งชี้ 7) ความยืดหยุ่นมี 5 ตัวบ่งชี้  8) การกำหนดวิสัยทัศน์มี 3 ตัวบ่งชี้ 9) ผู้นำการเปลี่ยนแปลงมี 3 ตัวบ่งชี้ 10) การมีส่วนร่วมมี 2 ตัวบ่งชี้ ผลการทดสอบความสอดคล้องของโมเดลความสัมพันธ์โครงสร้างเชิงเส้นตัวบ่งชี้การคิดเชิงกลยุทธ์ของผู้บริหารสถานศึกษาในกลุ่มจังหวัดภาคใต้ฝั่งอันดามัน ที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์ พบว่า มีความสอดคล้องกันค่าดัชนี X² ผ่านเกณฑ์ (0.64) ค่าดัชนี X²/df ผ่านเกณฑ์ (0.98) ค่าดัชนี GFI ผ่านเกณฑ์ (0.92) ค่าดัชนี AGFI ผ่านเกณฑ์ (0.90) ค่าดัชนี IFI ผ่านเกณฑ์ (1.00) ค่าดัชนี RFI ผ่านเกณฑ์ (0.92) ค่าดัชนี CFI ผ่านเกณฑ์ (1.00) ค่าดัชนี NNFI ผ่านเกณฑ์ (1.00) ค่าดัชนี NFI ผ่านเกณฑ์ (0.93) ค่าดัชนี SRMR ผ่านเกณฑ์ (0.04) ค่าดัชนี RMSEA ผ่านเกณฑ์ (0.00)

The Development of Strategic Thinking Indicators of School Administrators in the Southern Provinces along the Andaman Coast, Office of Basic Education

The objectives of this research were: 1) to develop elements and indicatorsof the school administratorsû strategic thinking and 2) to conduct confirmatory factoranalysis of strategic thinking indicators from empirical data. The sample of 757 schooladministrators in the southern provinces along the Andaman Coast was obtained using acluster random sampling technique. The instruments for this research are interview andquestionnaire. The content validity index of the questionnaire ranged from 0.8 to 1.0 andthe alpha coefficient index was 0.98. The statistical tools for this research are mean, standard deviation, exploratory factor analysis, and confirmatory factor analysis.

The results of the development of school administratorsû strategic thinking indicate10 elements, namely 1) thinking outside the box with 6 indicators, 2) setting objectiveswith 5 indicators, 3) listening to othersû opinions with 6 indicators, 4) solving problemswith 5 indicators, 5) planning with 4 indicators, 6) making decisions with 6 indicators,7) being flexible with 5 indicators, 8) outlining the vision with 3 indicators, 9) leadingand facilitating change with 3 indicators, and 10) participating with 2 indicators. Theresults of the confirmatory factor analysis of the school administrator's strategic thinkingmodel from the empirical data illustrate that the empirical data was consistent with theconstruct validity of Chi-square (x²) = 0.64, (x²/df ) = 0.98, Goodness of Fit Index(GFI) = 0.92, Adjusted Goodness of Fit Index (AGFI) = 0.90, Incremental Fit Index(IFI) = 1.00, Relative Fit Index (RFI) = 0.92, Comparative Fit Index (CFI) = 1.00, NonNorm Fit Index (NNFI) = 1.00, Norm Fit Index (NFI) = 0.93, Standardized Root MeanSquare Residual (SRMR) = 0.04, and Root Mean Square Error of Approximation(RMSEA) = 0.00.
