บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อวิเคราะห์การจัดการภัยพิบัติทางธรรมชาติขององค์กรปกครองส่วนท้องถิ่นและเสนอแนะการพัฒนาศักยภาพในการจัดการภัยพิบัติทางธรรมชาติขององค์กรปกครองส่วนท้องถิ่น เอกสารเชิงวิชาการที่เกี่ยวข้องกับการจัดการภัยพิบัติ และการพัฒนาศักยภาพในการจัดการภัยพิบัติถูกนำมาใช้ในการศึกษาและการอภิปราย ด้วยวิธีการวิเคราะห์ และสังเคราะห์ข้อมูล ผลการศึกษาพบว่าองค์กรปกครองส่วนท้องถิ่นประสบกับปัญหาการจัดการภัยพิบัติทางธรรมชาติ เช่น เจ้าหน้าที่มีจำนวนไม่เพียงพอ และขาดความเชี่ยวชาญด้านการป้องกันภัยพิบัตินอกจากนี้องค์กรปกครองส่วนท้องถิ่นเน้นการจัดการภัยพิบัติในเชิงรับมากกว่าเชิงรุก และนโยบายที่เกี่ยวกับการป้องกันภัยพิบัติทางธรรมชาติไม่ได้ถูกกำหนดให้เป็นนโยบายที่สำคัญต่อประเทศชาติข้อเสนอแนะคือองค์กรปกครองส่วนท้องถิ่นควรดำเนินการสรรหาและคัดเลือกบุคคลที่มีความรู้ความสามารถ และประสบการณ์ในการจัดการภัยพิบัติทางธรรมชาติ ควรจัดทำแผนและซ้อมรับมือภัยพิบัติทางธรรมชาติอย่างต่อเนื่องเป็นประจำทุกปี ไม่ว่าจะเกิดภัยพิบัติทางธรรมชาติหรือไม่ก็ตามในปีนั้นๆ ควรสร้างเครือข่ายด้านการจัดการภัยพิบัติทางธรรมชาติกับองค์กรปกครองส่วนท้องถิ่น และชุมชนที่อยู่ใกล้เคียงหรือที่มีสภาพปัญหาคล้ายกัน และควรให้ประชาชนในพื้นที่ประสบภัยพิบัติทางธรรมชาติได้มีส่วนร่วมในการจัดการภัยพิบัติ ผ่านทางการจัดเวทีเสวนา การให้เข้าร่วมรับฟังและแสดงความคิดเห็นในการพิจารณาโครงการ และการให้มีส่วนร่วมในการประเมินผลโครงการ
