บทคัดย่อ
ในการศึกษาครั้งนี้ มีวัตถุประสงค์หลักคือเพื่อทบทวนกรอบแนวคิดเกี่ยวกับการฟื้นคืนกลับมาของจริยธรรมเชิงคุณธรรมในการบริหารรัฐกิจ ระเบียบวิธีที่ใช้ในการศึกษาได้แก่ การวิจัยเอกสาร (documentary research) โดยการศึกษาจากหนังสือ บทความวิชาการและเว็บไซต์ ผลการศึกษาพบว่า มีนักวิชาการที่สำคัญจำนวน 6 คน ที่เป็นผู้เสนอหรือสนับสนุนแนวคิดของจริยธรรมเชิงคุณธรรมในการบริหารรัฐกิจ ได้แก่ (1) อิลิซาเบท แอนสกอมบ์ (Elizabeth Anscombe) (2) เบอร์นาร์ด วิลเลียมส์ (Bernard Williams) (3) อลาส์เดียร์ แมคอินไทร์ (Alasdair MacIntyre) (4) เทอรี คูเปอร์ (Terry Cooper) (5) เดวิด ฮาร์ท (David Hart) และ (6) แครอล กิลลิแกน (Carol Gilligan) ซึ่งประเด็นหลักที่นักวิชาการเหล่านี้เสนอก็คือ การนำแนวคิดของจริยธรรมเชิงคุณธรรมที่เสนอโดยอริสโตเติล (Aristotle) นักปรัชญากรีก กลับมาใช้ในการบริหารรัฐกิจอีกครั้งหนึ่ง โดยนักวิชาการในกลุ่มนี้เชื่อว่าจริยธรรมที่ตั้งอยู่บนรากฐานของคุณธรรม (virtue-based ethics) มีความเหมาะสมกับการบริหารรัฐกิจมากกว่าจริยธรรมที่ตั้งอยู่บนรากฐานของกฎเกณฑ์และผลลัพธ์ (rule-based and result-based ethics)
