Abstract
Since 1990s governance has become a catchword. It is believed that the governance practice could solve the wicked problems. In this article the concept of governance, public sector reform and development of governance, governance and state role and power will be discussed. The paper argues that the emergence of governance affects the traditional authority but it does not replace the government functions. The new form of public policy will be discussed and its difference with the old style of public policy will be explained.
