The Mission of Transferring the Decentralization Plan of the Local Administrative Organization : The Case Study of Sub-district Municipalities in Huaiphung District, Kalasin Province

Abstract

The mission of transferring the decentralization plan of the local administrative organization : The case study of sub-district municipalities in Huaiphung district, Kalasin province is conducted to study the opinions about of the mission of transferring the decentralization plan. The sample group of this study is 150 people who work for the municipalities. The research instruments are the questionnaire and the interview form. The data are analyzed and interpreted statistically in terms of percentage, mean, frequency, and standard deviation. The results of the study revealed as follows: 1. It is found that the people who work for sub-district municipalities in Huaiphung district, Kalasin province express the opinions about the mission of transferring the decentralization plan in overall at the moderate level. As consideration in each perspective, it is found that the first four perspectives are at the moderate level and one perspective is at the high level sorted in descending order as: promotion of life quality, community or society organization and security, natural and environmental management and conservation, infrastructure, and planning and promotion of commercial and travelling investment. 2. According to the problems in the mission of transferring the decentralization plan, it is found that the people who work for sub-district municipalities in Huaiphung district, Kalasin province expressed the opinions in overall and 4 perspectives at the moderate level sorted in descending order as: budget, equipment, personnel, and management. 3. people who work for sub-district municipalities in Huaiphung district, Kalasin province, it is found that the municipalities should cooperate with other related agencies in planning, operating, and integrating the transferring decentralization. The researcher realizes that the results of the study will benefit the municipalities to develop the transferring operation, and base on the needs of people in the communities.
