An Enforcement of the Consumer Case Procedure Act B.E. 2551 and the Factors Affecting its Success

Abstract
This research was conducted to determine the implementation of Consumer Case Procedure Act B.E. 2551. The purpose of this act is to create the equality between entrepreneur and consumer in the consumer cases; however, the results of the Consumer Case Procedure Act B.E. 2551 implementation was not completely achieved due to some problems in the provision and implementation process. This research aims to study the results of the Consumer Case Procedure Act B.E. 2551 implementation together with the factors affecting the success. Furthermore, it also provided the policy and practical procedure recommendations for the achievement of the implementation. This study is a qualitative research which used documentary study and in-depth interview. The result of this research indicated that the Consumer Case Procedure Act is useful for consumers because the provision of this act is benefit for the consumers in approaching the court proceedings easily, conveniently, and inexpensively. However, there were some objections found in the implementation due to the excessive consumer cases occurring from the definition of consumer case, the organizational structure which is unsuitable for consumer cases proceedings and the objections in operational process of officers.
