Analysis of the "Student Loan Fund Bill B.E...." for Proper Enforcement

Abstract

Education is a key of the development of the country in all aspects, because the cause of equality in society, reduce inequality, and improves higher quality of life of the people. However, this research many street are inaccessible the 12 years basic education due to financial constraints. The government recognizes the importance in this respect. It has established the Student Loan Fund (SLF) to fund for a student or students to ask for a loan from the fund and contribute a fund for education. The loan is payable on the loan with its interest as stated in the contract. The statistics from the repayment of loans to the fund is a very small proportion because borrowers lack of awareness in repayment to the fund, affects to the financial stability of the fund and a students who will borrow in the next generation. Although there is a set of methods to follow up the payment from the borrower in the act of the Student Loan Fund 1998, but that was not able to pursue the repayment of the loan effectively. Therefore, it is drafted up of the act of the Student Loan Fund year… but there are some legal issues and gaps that should be concerned in order to become the law in helping students according to the intention of the fund
