Needs Assessment and Guidelines in Learning Management Innovation Development based on Phenomenon – based learning by using Professional Learning Community for enhancing learners’ learning achievements in Suphanburi Province

Abstract
The purposes of this research were to 1) study the current states, desirable states and needs assessment in learning management innovation development 2) propose the guidelines in learning management innovation development based on Phenomenon – based learning by using Professional Learning Community for enhancing learners’ learning achievements in Suphanburi province. The target group were 36 informants which were consisted of 3 school administrators 24 school teachers and 9 stakeholders. They were selected by purposive sampling. The research instruments were 1) evaluation form which had index of item – objective congruence (IOC) between 0.80 – 1.00 2) questionnaire which had index of item – objective congruence (IOC) between 0.60 – 1.00 and 3) structure selection interview which had index of item – objective congruence (IOC) between 0.80 – 1.00. The data were analyzed by using descriptive statistics which were percentage, mean, standard deviation, inferential statistics with values and needs assessment (PNImodified)and content analysis. The results were shown that 1) current states of learning management innovation was at high level and desirable states was at highest level. When needs assessment were analyzed, it was found that the highest of needs assessment was learners’ analysis (PNImodified = 0.251) and active learning was the second. 2) guidelines in learning management innovation were tutoring, workshop, infusion integration with work, planning development was to focus on school vision as the professional learning community and supervision which was useful guidelines toward on more effective school teachers’ learning innovation
