Innovative Conflict Management Model by Peacebuilding Resolution on Water Resources Management of Bueng Boraphet Lake in Nakon-Sawan Province

Abstract

This research aimed to investigate the current conducts of the conflict management, and to create an innovative model as a resolution over the management of water resources in Bueng Boraphet Lake, Nakhon-Sawan Province, Thailand, by using Futures Research. The sample group consisted of 18 people drawn from experts working in public or private organizations, local government administrators, and community leaders. Questionnaires were used for data collection and Delphi method was used for forecasting the results. The findings showed that the form of the conflict between the government and the farmers was caused by the overuse of water in farming sector, and that subsequently affected the other systems such as fisheries, tourism, and ecosystems. 

The conflict continued with no clear resolutions. Additionally, the other conflict was among the farmers themselves in connection with the battles caused from unsettlement of equal water supplies taken.  The conflicts were occasionally and initially resolved by negotiation. The management of water resources happened to be in from of cooperative control of the government and the locals. The innovative model to manage future conflicts in this study consisted of a clear planning, a promotion on information dissemination and public relations, a stimulation on public participation, and a guideline set for the dispute resolutions.
