บทคัดย่อ

จากปี ค.ศ. 1999-2019 งานที่มีคุณค่ามีความคลุมเครือต่อการตีความของหกข้ออภิปราย คือ การบูรณาการของวัตถุประสงค์เชิงกลยุทธ์สู่นโยบายใหม่ การปฏิบัติการงานที่มีคุณค่าในระดับประเทศ งานที่มีคุณค่ากลายเป็นเป้าหมายระดับโลก การแสดงบทบาทของผู้อำนวยการใหญ่ การครองอำนาจนำขององค์การแรงงานระหว่างประเทศ และการกำหนดตัวชี้วัดและการวัดผล ถัดมางานที่มีคุณค่ายังถูกพัฒนาเป็นกระบวนทัศน์ใหม่ของ ILO และนำไปสู่การยกระดับทางสังคมในห่วงโซ่อุปทานโลก โดยแนวทางนี้ถูกเรียกว่าการอภิบาลแรงงานโลก ประกอบด้วย การอภิบาลสาธารณะ บรรษัทอภิบาล และการอภิบาลสังคม ยิ่งกว่านี้การอภิบาลไม่จำกัดเฉพาะการใช้มาตรฐานแรงงาน แต่ยังขยายมาสู่บทบาทของความร่วมมือเฉพาะทาง ขณะที่แผนงานระดับชาติว่าด้วยงานที่มีคุณค่ากลับประสบปัญหาบางประการ เพราะขาดการมีส่วนร่วมของรัฐสมาชิกและเป็นเครื่องมือที่ไม่มีสภาพบังคับ
