การปฏิรูปเชิงสถาบันขององค์การแรงงาน ระหว่างประเทศ : การกำหนดและตัดสินใจ ของผู้อำนวยการใหญ่ในความริเริ่มหนึ่ง ศตวรรษอนาคตของงาน

บทคัดย่อ

การปฏิรูปเชิงสถาบันขององค์การแรงงานระหว่างประเทศปรากฎขึ้นมาสองครั้งดังนี้ การปฏิรูปครั้งแรกระหว่างปี ค.ศ. 1994-2012  Michel Hansenne และ Juan Somavia ได้ขับเคลื่อนให้ ILO กลายเป็นตัวแสดงหลักและทำให้งานที่มีคุณค่ากลายเป็นเป้าหมายระดับโลกผ่านการประชุมของคณะกรรมาธิการโลกว่าด้วยมิติทางสังคมของโลกาภิวัตน์ ในปี ค.ศ. 2002-2003 และการปฏิรูปครั้งที่สองโดย Guy Ryder เริ่มต้นความริเริ่มหนึ่งศตวรรษอนาคตของงานและก่อตั้งคณะกรรมาธิการโลกว่าด้วยอนาคตของงานในปี ค.ศ. 2017 เพื่อเสนอปฏิญญาหนึ่งศตวรรษในที่ประชุมใหญ่แรงงานระหว่างประเทศ ปี ค.ศ. 2019 สำหรับองค์การระหว่างประเทศมีเป้าหมายจะสร้างโลกาภิบาลผ่านความชอบธรรมทางการเมืองและกฎหมาย หรือเรียกแทนได้ว่าธรรมนูญนิยมใหม่ ซึ่งมีความคล้ายคลึงกับรัฐบาลโลกและเหมือนเป็นการสร้างผู้นำโลกขึ้นมา ฉะนั้นองคาพยพของ ILO จึงไม่สามารถหลีกเลี่ยงการเปลี่ยนแปลงโครงสร้างองค์การ นโยบายเชิงกลยุทธ์ และการจัดการทรัพยากรมนุษย์ โดยเฉพาะผู้อำนวยการใหญ่ยังเป็นตัวแสดงทางการเมืองที่สำคัญต่อการกำหนดและตัดสินใจเป้าหมายมากว่าตลอดหนึ่งศตวรรษ
