การยอมรับและความพึงพอใจที่มีต่อการแจ้งเวียนหนังสือราชการระหว่างการใช้เจ้าหน้าที่กับจดหมายอิเล็กทรอนิกส์

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นของบุคลากรภาควิชาจิตเวชศาสตร์ คณะแพทยศาสตร์ มหาวิทยาลัยสงขลานครินทร์ ที่มีต่อการยอมรับ ความพึงพอใจ ปัญหาและอุปสรรคของการแจ้งเวียนหนังสือราชการระหว่าง การใช้เจ้าหน้าที่กับจดหมายอิเล็กทรอนิกส์ เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถามที่ผู้วิจัยสร้างขึ้นเอง และวิเคราะห์ข้อมูล โดยใช้สถิติเชิงพรรณนา นำเสนอในรูปแบบของค่าเฉลี่ย และร้อยละ

ผลการศึกษาบุคลากรทั้งหมด จำนวน 30 คน เป็นแพทย์ 15 คน (ร้อยละ 50.0) เจ้าหน้าที่ 15 คน (ร้อยละ 50.0) มีอายุเฉลี่ย 39.7 ปี (sd=11.7 ปี) พบว่าผู้ตอบแบบสอบถามที่มีอายุน้อยกว่าหรือเท่ากับ 30 ปี ยอมรับ การแจ้งเวียนหนังสือ โดยจดหมายอิเล็กทรอนิกส์มากกว่าการแจ้งเวียนหนังสือโดยเจ้าหน้าที่ ในขณะที่ผู้ที่มีอายุมากกว่า 50 ปี ยอมรับการแจ้งเวียน หนังสือโดยเจ้าหน้าที่มากกว่า ในด้านความพึงพอใจพบว่า ผู้ที่มีอายุ 31-50 ปี พึงพอใจต่อการแจ้งเวียนหนังสือโดยจดหมาย อิเล็กทรอนิกส์มากกว่าการแจ้งเวียนหนังสือโดยเจ้าหน้าที่ ทุกกลุ่มอายุและสถานภาพของผู้ตอบ พบว่าการแจ้งเวียนหนังสือ โดยเจ้าหน้าที่มีปัญหาและอุปสรรคสูงกว่าการแจ้งเวียนหนังสือโดยจดหมายอิเล็กทรอนิกส์ นั่นคือ ไม่สามารถอ่านหนังสือเวียน นอกที่ทำงานได้ ส่วนการแจ้งเวียนหนังสือโดยจดหมายอิเล็กทรอนิกส์จะมีปัญหามากเมื่อระบบอินเทอร์เน็ตเสียทำให้ได้รับ ข่าวสารล่าช้า

Acceptance and Satisfaction of the Notification of Government Circulars by Staff and via Electronic Mail

This research aims to study the opinions of personnel of Department of Psychiatry, Faculty of Medicine, Prince of Songkla University, regarding acceptance, satisfaction, problems and obstacles of the process of government circulars informing by staff and via electronic mail. Thirty participants took part in the study, fifteen of whom were doctors and the other fifteen were staff, with an average age of 39. The instrument used in research is the questionnaire created by the researcher, the data from which were then analyzed by using descriptive statistics and presented in the form of averages and percentages.

The results of the study show that while respondents over 50 accepted and preferred the circulars informing by staff, respondents being 30 years old or under accepted and were more satisfied with the notification of circulars by electronic mail. However, all respondents pointed out similar problems and obstacles of the circulars notification by staff, that is, the inaccessibility to the information out of work. Likewise, the use of electronic mail for circulars notification also creates problems when the internet system is broken, causing the delay of news.
