Librarians’ Knowledge, Understanding and Usage Problems of Copyright Laws at Higher Education Institutions in Thai Universities

Abstract

This study explored librarians’ knowledge, understanding, and the problems of the use of copyright laws in the higher education institutions in Thai universities. The quantitative research methodology involved two parts which were data collection and data analysis. The data collection was retrieved from 14 universities in Thailand. The questionnaire was used as a tool. 342 librarians from 427 librarians responded to the questionnaire, making the response rate of 80.09 %. The results showed that, in the category of the understanding of copyright law, the questions on rights, which is defined as the owner’s right to do anything according to right law, was the most responded item (97.98%). In the category of fair usage, the questions on copyright act (1994) were answered most correctly (95.91%). In the category of resource acquisition, the questions on the book suggestion by bookstores were answered most correctly. However, it was found that there was copyright infringement through that the purchased materials were photocopied by librarians and the originals were returned to the bookstores (78.65%). In the category of information and resource services, the highest score was on the questions regarding understanding the interlibrary loan service (ILL) through WorldCat or EDS systems (98.54%). In the category of conservation and preservation of information resources, the highest score was on the questions regarding that libraries can keep the copyrighted materials (91.23%). For librarians' opinions about copyright law, the score was in high level ( x = 4.46). The data was further analyzed by statistical method. In Thai national university libraries, the other problems were in high level with the score ( x = 3.95). The most common problem is the lack of copyright agency to help protect librarians. The problems of acquisition information resource were in level with the score ( x = 3.75). The problems information resource service were in level with the score ( x = 3.71).
